The paper features some relevant issues of developing an adequate policy in the field of urban water supply. The authors analyze the information systems of innovative management of organizations of the urban water utilization scheme, recycling of water resources and sewage. They identify the specifics of information systems from the point of view of their use in the Russian practice of sustainable water supply. The research involved analytical and logical methods, as well as theoretical developments in the field of management of urban organizations. As a result, the authors managed to identify the tools for the strategy of sustainable urban water utilization scheme. They prove that its development is hindered by the lack of comprehensive and reliable information to support strategic development, policy development, and management decisions. Based on the analysis of information systems, they point out topical issues that need to be addressed at various levels and introduce new principles for the urban water utilization scheme. Sustainable urban development is inextricably linked with the solution of the water supply problem, including recycling of water resources and sewage. The paper offers some provisions for a sustainable urban water supply strategy.
Работа посвящена вопросам достижения устойчивого развития городов с использованием преимуществ, которые предоставляет экономика замкнутого цикла. Подчеркивается, что современное понимание устойчивого развития и внедрение циркулярных бизнес-моделей, учитывающих экологические приоритеты и улучшение качества жизни, поддерживает экономический рост при сокращении потребления ресурсов и производства отходов. При подготовке статьи использовались аналитические и логические методы анализа процессов, связанных с циркулярной экономикой, в частности, повторного использования воды, а также практические наработки по формированию дорожной карты перехода к циркулярным городам. Для ускорения перехода к экономике замкнутого цикла предлагается сформировать сбалансированную городскую политику перехода к циркулярным городам, предусматривающую разработку дорожной карты; стимулировать инновации и внедрение цифровых технологий в городскую среду, методов интеллектуального управления; обеспечить государственную, законодательную и финансовую поддержку в отношении моделей замкнутого цикла. Разработана базовая дорожная карта для перехода городов к циркулярным. При этом показано, что города в силу своей уникальности должны использовать свой набор инструментов, чтобы увеличить шансы на успешную реализацию выбранных инициатив в направлении циркулярности и устойчивости. Относительно водных ресурсов сделан вывод, что использование возможностей циркулярной экономики в водном секторе – а именно, повторного использования воды – является важным шагом в достижении устойчивости в городах и обеспечении непрерывного доступа потребителей к воде определенного качества, улучшении экологической обстановки, сохранении водных объектов, что тоже должно быть отражено в дорожной карте.
The subject of the study is the long-wave dynamics due to the impact of scientific and technological progress and examined from the standpoint of institutional economics. The goal of the paper is identification of the features of the long-wave dynamics phases from the standpoint of technological, institutional and world-wide structures. Analytical and logical methods of institutional analysis have been used. The need of correcting the long-wave dynamics notions, caused as by objective changes of economic development as well as by the evolving nature of institutional theory has been identified. The results can be used by executive power authorities relating to strategic management of the development and connecting with the design of social and economic institutions that support self-organization and sustainable functioning of ecosystems. It has been proved that the development of economic systems depends on the relevant selection of technological, institutional and world-wide economic structures and ways of managing them. It has been shown that intra-firm transactions are based on the implicit ternary contracts, market with the mediators on the explicit ternary contracts, market without mediators on the explicit binary contracts, and the network transactions in ecosystems are based on the implicit binary contracts.
Subject: The possibility and specifics of the system-institutional paradigm through the prism of innovation activity management. Objectives: Identification of management problems specific to the organization and explicitly arising as a result of its presentation on the basis of the system-institutional paradigm. Methodology: Institutional and evolutionary economic theories, organizational science, the theories of long waves and management. Results: The research features a system-institutional paradigm according to the organization level, represented in the form of environmental, object, processed, and project systems-institutions. The managing subsystem of such an organization must take into account the peculiarities of the four-element managed subsystem, its institutional features that are important for an effective strategy and tactics to be used by new technological system organizations. Conclusions: The system-institutional paradigm that unites the achievements of G. B. Kleiner and B. H. Yerznkyan’s four-element system methodology can be adapted and successfully applied to the management of organizations of the new technological system. This circumstance poses a number of problems that need to be resolved.
Problems of verification of Coase theorem in general and in connection with post-socialist privatization and corporate governance in particular are considered in this article. The author discusses the position of W. Andreff presented in his paper (VE, 2001, No 12). The appeal to this theorem is actual because it has been used as the justification of post-socialist economies' privatization methods. Orthodox and heterodox views on privatization and corporate governance are explored. The author analyzes the reasons of reform failures in transitional economies and the ways of emerging markets development basing on two different models - oriented on stock market or banking activity.
