Our country has been and remains one of the leaders in the world's energy industry. Russia's energy needs are fully met by its own resources. Annual export volume of mineral fuel, oil and petroleum products is about 600700 million tons in conventional terms. Currently, the situation with exports is complicated by sanctions and the geopolitical situation in Russia and in the world. Only taking into account the embargo imposed by the U.S., Britain, Australia and Canada, export losses are more than 40 million tons. In addition, Russia is the world leader in proven reserves of natural gas, its volume more than 50 billion cubic meters. At the same time, it should be noted that such high indicators and sufficient resource potential are present at an extremely low level of energy efficiency. Thus, the volume of energy costs for the production of the average Russian producer is about twice as much as the global average. On this basis, the need to improve the quality of strategic planning and to promote targeted activities in the field of energy conservation in industry in the Russian Federation becomes obvious. Such activities will have not only positive economic, but also social, political, environmental and other types of effects. The most energy-consuming branch of industry in Russia is the processing industry, which is about 30 % of all final energy consumption. Another 70% of the energy saving potential is represented by metallurgy, chemical and oil refining and other industries.
The work provides a systematic analysis of the state of the engineering complex. The purpose of the study is the theoretical justification and development of scientific, methodological and practical recommendations for managing innovative development of engineering enterprises. Achieving this goal required us to solve the following problems: to carry out a systematic analysis of the state of the engineering complex, to identify problems and factors that may impede the technological development of the engineering cluster. To offer a systematic approach to the formation of a strategy for updating technological systems of a machine-building enterprise; to offer guidelines for the formation of an innovative target program. Factors were discovered and problems identified that impeded the technological development of the engineering complex were proposed. Аsystematic approach to the formation of a strategy for updating technological systems of a machine-building enterprise; and also developed guidelines for the formation of an innovative program of technological development of enterprises. And also guidelines for the formation of an innovative targeted program for the technological development of enterprises of the machine-building complex and the concept of its flexible management were developed.
At this stage of development of the world economy, all countries, business and scientific organizations are engaged in the issue of quality monitoring of innovative development of society and the economy, inventing for this various indicators that could most comprehensively assess the level and quality of innovative development of an economic unit. Currently, the global innovation index is used to assess the level of the country's innovative development. The Global Innovation Index (GII) stimulates and supports innovation during this critical period. The Global Innovation Index is a global study and its accompanying ranking of countries in the world in terms of the level of innovation development. This article has reviewed the Global Innovation Index from 2015 to 2020 for the Russian Federation and the first 10 in the rating, based on the 2020 rating. We also analyzed the indicators that make up the main components of the global innovation index in Russia for 2020, and identified the strengths and weaknesses of 7 main components. The author proposes the main directions of development in terms of problem indicators of the global innovation index of the Russian Federation.
The article examines the current state and potential development of the domestic industry on the basis of an assessment of the existing discussion in the economic community for the validity and feasibility of the current import substitution policy in the context of the intensifying foreign policy confrontation. An overview of a number of proposed directions for improving the industrial complex of the Russian Federation using innovations in the management of development and improvement processes based on research on existing and potential achievements can help in determining a rational vector for the development of domestic production forces with further strengthening of the national economy with a simultaneous increase in the welfare of the country's population. An analysis of the measures proposed by a number of authors for the development of domestic industry is carried out, an assessment is made of the proposed plans and roadmaps based on the organization of interaction between public and private structures, to increase the effectiveness of measures taken in the creation of a modern industry on an innovative basis in both production and organizational spheres. The experience available to date in the implementation of roadmaps and international cooperation programs makes it possible to assess the previous theories. And the existing achievements in this area make it possible to further improve the processes of modernization of the management of the domestic industrial complex. The use of the institutional approach in relation to measures to improve the domestic industrial complex makes it possible to more clearly form the mechanisms for the development, implementation and control of measures, taking into account the specifics of the factors affecting the final version.
