. The World Conferences were established as global forums for discussion of ideas, policies and empirical findings related to the responsible conduct of research. The Conferences aim to galvanise the global effort to strengthen the trustworthiness and reliability of research and encourage researchers worldwide to be accountable for their findings. Earlier conferences were held in Lisbon (2007), Singapore (2010) and Montréal (2010). The Rio conference attracted over 470 delegates from 42 countries, including leaders of research institutions and funding agencies, policy makers, editors and publishers, legal experts, researchers and graduate students. The theme of the conference was Research Rewards and Integrity: Improving Systems to Promote Responsible Research. These Proceedings contain the abstracts of the presentations given at the 4th World Conference in concurrent sessions, partner symposia, and poster sessions. Also included are summaries of the discussions in three focus tracks, which allowed delegates to consider and work on questions about the roles of funders, institutions, and countries in improving research systems and strengthening research integrity. The 5 th World Conference will be held in Amsterdam, The Netherlands, May 28-31, 2017 (www.wcri2017.org). The University of Queensland (UQ) is one of the leading research-intensive universities in Australia. UQ first developed formal policy and procedure relating to responsible conduct of research in 2011. The ongoing practical application of the first iteration of these policies identified lack of clarity in procedure with challenges arising from unintended consequences. A significant case of research misconduct in 2013 was a catalyst to commission a comprehensive external review of policy, procedure and practice relevant to research integrity, ethics and compliance in line with the Australian Code for Responsible Conduct of Research (2007). This presentation will describe the comprehensive strategy arising from this review to improve our policies, our resources, our systems and to ensure the practice of responsible conduct of research sits at the heart of UQ. Additional funds have enabled us to increase the number and seniority of staff in the Research Integrity Office, to purchase a purpose built complaints management system and the Epigeum online Research Integrity training tool. With a team of experienced research leaders and other key staff we are revising our responsible research policies and developing an education and communication plan to ensure senior staff such as Executive Deans and Heads of Schools are confident in working collaboratively with the Research Integrity Office and that all staff understand their responsibilities under the Australian Code and university policy. The Amur Region has significant water resources, which are characterized by a pronounced rise in water levels during the spring flood, significant rises and falls in the summer-autumn period. The hydrological regime of the region's water basin requires competent interaction with the operational services of the territorial bodies of the Ministry of Emergency Situations of Russia, with the Federal Service for Hydrometeorology and Environmental Monitoring, the Federal Service for Ecological, Technological and Nuclear Supervision, the Federal Service for Supervision in the Sphere of Natural Resources, the Federal Service for Supervision in the protection of consumer rights and human well-being, with the executive authorities of the Amur Region and local governments, as well as the correct forecasting of the development of floods in the basins of the main rivers, the forecast of the timing of their opening, as well as the preparation of planned preventive and preventive anti-flood measures, allows minimizing the negative impact of water from high water and floods. Raid activities were carried out to examine possible sources of pollution and economic facilities located in water protection zones and zones of predicted flooding, which may have a negative impact on the quality of water resources.
The article discusses the challenges, benefits, and risks that, from a bioethical perspective, arise because of the the development of eHealth projects. The conceptual framework of the research is based on H. Jonas’ principles of the ethics of responsibility and B.G. Yudin’s anthropological ideas on human beings as agents who constantly change their own boundaries in the “zone of phase transitions.” The article focuses on the events taking place in the zone of phase transitions between humans and machines in eHealth. It is shown that for innovative practices related to digitalization and datafication in medicine, it is needed to rethink central bioethical concepts of personal autonomy and informed consent. In particular, the concept of broad or open informed consent is discussed, which allows the idea of moral responsibility in the field of biomedical technologies to be extended to events of uncertain future. The authors draw attention to the problems associated with the emergence of new autonomous subjects/agents (machines with artificial intelligence) in relationship between doctors and patients. The humanization of machines occurring in eHealth is accompanied by a counter trend – the formation of conceptions and practices of the quantified self. There emerges the practices of self-care and bio-power (M. Foucault) caused by the datafication and digitization of personality. The authors conclude that bioethics should proactively develop norms for the evolving interaction between doctor and patients.
The fruitful development of neuroscience is not feasible without prompt diagnosis, assessment and development of technologies for the management of social and humanitarian risks of neuroscience discoveries and inventions. The first national conference on neuroethics will serve as a stimulus for its development in our country as a stand-alone research area, will contribute to favorable social environment for the innovative development of interdisciplinary studies of the human brain.
