The article contains the results of research on the use of visualization in the training of University teachers (development of digital literacy). The paper describes the concept of visualization, its main levels (visualization of data, information, knowledge), briefly describes the proposed course, assessment parameters before and after participation, and summarizes the results of the study. The paper also reflects the results of a survey of students who study with these teachers and heads of educational organizations in order to identify possible changes in the professional activities of teachers who have completed the proposed course. The results of the study confirmed the effectiveness of using visualization in improving the quality of professional activity of teachers, and significant differences were found in the assessment of teachers ' attitude to innovation and work in the digital environment before and after the course. According to the results of the study, the features of the use of visual technologies in the training of teachers and the development of their digital literacy were highlighted.
Аннотация. Статья посвящена исследованию региональных проблем государственного управления инфраструктурой связи. В условиях цифровой индустрии она выступает важнейшим фактором ускорения социально-экономического развития России и ее регионов, способствует укреплению целостности экономического пространства РФ. Методологической базой выступают исследования проблем управления развитием инфраструктуры связи, информационно-коммуникационных технологий, цифровой экономики в РФ в целом и в территориальном разрезе в частности. В работе использованы методы анализа и синтеза, математической статистики, экономического позиционирования регионов. Результаты исследования продемонстрировали состояние отрасли связи в субъектах РФ: уровень насыщенности и применения основных фондов, что позволило судить об их избытке или недостатке; доступность услуг связи; развитие информационно-коммуникационных технологий в отрасли. Проведено позиционирование субъектов РФ по показателям: насыщенность основных фондов отрасли связи и их применение-обеспеченность отрасли связи информационно-коммуникационными технологиями-доступность связи. Определены направления по совершенствованию управления данной сферой в конкретном регионе. В результате выявлены ограничения, сдерживающие развитие инфраструктуры связи: территориальное цифровое неравенство; слабая доступность услуг связи для удаленных территорий; невысокий уровень научно-технического прогресса, недостаточное внедрение интернет-услуг. Предложены инструменты государственного управления по их нейтрализации. Результаты исследования могут быть использованы для разработки эффективной системы государственного управления инфраструктурой связи на региональном уровне в условиях цифровой трансформации. Nowadays, the formation and development of an asset management system of "Russian Gridsˮ is one of the key processes and priorities of the company, covering all levels of management. On the one hand, the relevance of finding an optimal asset management strategy is caused by a necessity to synchronize the strategies of different business levels with the company's strategy and to transmit the relationships between the strategies into the key performance indicators of business processes. On the other hand, all the subsidiaries of "Russian Grids" are at different levels of development, and the same goals could not be achieved by all companies at the same time. This paper considers one of the possible approaches to searching an optimal asset management strategy for subsidiaries under the general direction of unified asset management strategy development and the corporate strategy. The asset management strategy choice depends on the level of its maturity and efficiency of the company with a necessity to synchronize the strategies of different business levels and to decompose relationships between these strategies through corresponding key performance indicators.
Among the old industrial constituting entities of the Russian Federation there are the territories with middle and border location. Both types perform important functions in the national economy, however, their average gross regional product per capita is less than the average of non-old industrial regions. The article aims to hold a theoretical and methodological study of the specifics and factors of development of Russia’s old industrial border regions in comparison with old industrial middle regions to identify the thrusts of modernisation of the industrial space for the former. The theories of economic development and border studies as well as the concept of old industrial regions form the methodological basis of the research. The authors apply systems approach, abstraction and generalisation, factor and comparative analysis. The paper presents a method for assessing the economic development of old industrial border regions. The employment of this method allowed (1) revealing that border regions outperform middle regions in such indicators as GRP, value of fixed assets, investments in the fixed capital per capita; (2) identifying the factors limiting GRP per capita; (3) rating old industrial regions and providing a system of suggestions for accelerating their development. The findings can be useful for federal and regional authorities for fueling the economic growth of old industrial border regions.
