An effective industrial policy in the context of globalization is becoming increasingly possible thanks to the use of a proactive strategy based on the principles of the New knowledge economy. It is not so much import substitution and support for extensive production that comes to the fore, but rather the strengthening of quality potential, primarily in the field of IT, innovation and education as the main sphere of human capital creation. Purpose of this article is to identify the strengths and weaknesses of Russian industrial policy and to show that only a proactive industrial policy can achieve the best results in a modern innovative economy. The authors use research methods such as an analysis of the theoretical aspects of an effective industrial policy of the future using soft power tools based on the concept of economic security, as well as an analysis of Russian experience in this area. This analysis is based on data from statistical indicators of industrial policy and assessment of import substitution coefficients. Based on this, the authors conclude that the success of the import substitution policy directly depends on whether it is an immanent part of economic policy or is carried out solely for political reasons.
Тhe problems of valuation of ecosystem services in connection with the activation of economic activity of the Russian Federation in the Arctic zone are discussed. The types of negative impacts on the Arctic ecosystems and their assessment, investment risks existing in ecosystem services are considered. It is shown that the application of the methodology and apparatus of ecosystem services contributes to the adequate assessment and creation of a hierarchical classification of "usefulness" and "benefits" that society can get from the existence, use and nonuse of ecosystems. The concept of ecosystem services in relation to Arctic consists of three components: identification, monetization and ecological risk assessment. The example of the Arctic ecosystems shows that the susceptibility to assessment and the accuracy of the assessment can be quite different and is largely dependent on the type of service in the classification. The analysis of possible ecosystem services and their relationship with the quality of life of people in the Russian Arctic indicates significant investment risks.

The author tries to explain the reason for the high tolerance for injustice of clients of microfinance organizations with the system of paternalistic relations, which are still typical for countries that have recently become market economies.
The purpose of the article is to develop a strategy for the forming a strong cluster of secondary vocational education in Russia. In the era of globalization, toughening competition in the global education market, high economic and political risks, the development and implementation of an educational institution development strategy requires a search for new approaches and the development of new methods and ways to implement it. The paper proposes a model of breakthrough positioning of institutions of secondary vocational education, by which it is possible to identify effective strategies of institutions and to carry out their ranking. The work carried out the positioning of institutions of secondary vocational education on the modified matrix of Cagan and Vogel and proposed strategies for their development in accordance with the position taken. The article developed a tool for identifying the strategic priorities of institutions of secondary vocational education, which allows to identify promising dominants of the strategic development of organizations and their financing. When using the positioning model, it is shown that not all types of positioning can be effectively used by an organization, and an untimely choice of a more promising strategy can be unsuccessful for an institution.
