The paper analyzes the existing practices of forming the content of professional educational programs. The place, structure, content and level of importance of educational programs in the quality management system of the educational process are determined. The technology of creation of the educational program meeting all requirements of professional and educational standards is developed. To do this, we created: a model of the program; classification of errors of its content and a mathematical model of the appearance of each class of errors; a set of indicators, their significance, criteria and scale of evaluation of the integral indicator; methodology, structure and algorithms of the monitoring system of quality management of educational programs. The recommended control action consisting of the description of the obtained characteristics and a set of recommendations for correcting the identified shortcomings and errors is determined by the value of the monitoring result. The paper describes the technologies that have practical application in professional educational organizations for methodological support of the educational process and allow to show the exact result of evaluation and control action in less time than the available results.
