At the end of XX-XXI century globalization processes taking place in various fields of economy, science, culture and other spheres of human activity also affected the system of education. In the era of globalization one of the important components of higher education is the academic mobility of students, which is recognized and accepted by both universities and employers. In the article the concept of academic mobility of students in the narrow and broad senses of the word, the principles of organization of academic mobility of higher educational institutions students are revealed. It presents and justifies the structural components of academic mobility, the main stages of the implementation of students' academic mobility and identifies a phased activity of all entities in educational process during the implementation of these stages. The article is addressed to higher educational institutions teachers, representatives of universities' international departments and centers of academic mobility in higher education institutions aimed at the development of high school students' academic mobility. Socio-economic security is a highly critical issue that is addressed by every country in the world. In order to counteract challenges and threats faced by Russia, the Economic Security Strategy of the Russian Federation has been formulated. The development of human capital was proclaimed as one of the key areas to be targeted by the state policy. In this regard, the primary task is to identify destabilizing factors of socio-economic security in the development of human capital, which determined the relevance of the article. The article analyzes the research approaches to defining the key features of socio-economic security and human capital. It highlights the main principles of the theory of human capital on the basis of which a systematic approach to the study of human capital is justified. The proposed approach aims to identify negative factors that weaken regional security. By adopting this approach to the data in hand, the socio-economic security of the Voronezh Region, the old-developed region of the Central Black Earth Region in Russia, has been assessed. The data used for the analysis were collected from the Federal State Statistics Service. The mapping of the results of socio-economic differentiation was carried out by methods of GIS-technology, in particular Quantum GIS 12. For the processing of the initial information, the of multivariate statistical and econometric analysis SPSS Statistic 20.0 was used. As a result, factors that will have a negative impact on the development of human capital in the foreseeable future have been identified, namely the deterioration of the demographic situation, in particular the aging of the population and its natural decline; the decline in the quality of education, imbalances in the labor market, declining living standards, and deteriorating public health. It is concluded that to overcome the critical situation in the sphere of human capital and to ensure socio-economic security, it is necessary to carry out preventive measures.
The relevance of the study on economic aspects of local authorities' functioning is due to their dual nature in the complex system of market relations. In this regard, this article is aimed at economic aspects' revealing of local authorities' functioning, as well as the disclosure of various interest levels' interaction in the system of municipal management. A leading approach in the study of this problem is the method of the effectiveness assessing of local authorities' functioning. The article presents the analysis of domestic researchers' different points of view in relation to the substantial characteristics of municipal economy, reveals the nature of the interaction of various interest levels in the system of municipal relations, discloses the duality of local authorities' position in the municipal system of economic relations, proposes a classification of business entities under the municipal economy, proves the specificity of the economic and moral relations in the system of local authorities. The article is valuable for researchers, teachers and students studying the problems of formation and development of the national municipal economy, research methods within the discipline "Economics of public (government) services", "Municipal economy", as well as specialists of local authorities who are concerned with the improvement and development of municipal economy.
