In this paper, the authors substantiate the need for a flexible approach to investment management in the development of human capital in the mining industry. The assessment of qualitative and quantitative indicators characterizing the state and level of development of human capital in the mining industry is given. The most relevant types of investments in the development of human capital in the mining industry are considered. The problem areas of the development of human capital in the mining industry are identified. The actual forms of investment in the development of human capital in the mining industry are identified. The measures to reduce the risks of investment in the development of human capital in the mining industry are recommended.
The global crisis processes that began in 2008 are special, as they signify a change in the epoch shift – from industrial to post-industrial, with a radical reduction in the negative impact on nature and a careful attitude to non-renewable natural resources. The innovations arising during this period affect all spheres of sustainable development – from environmental and technological to economic and social ones. The penetration of global crisis processes into Russian economy has reduced the demand for innovative products, has reoriented investments to maintain output volumes instead of improving the environmental performance of production. The negative consequences of the crisis in Russia include reducing the chances of survival for emerging innovative enterprises, reducing the share of regions that have taken the path of sustainable development, when industrial output growth does not worsen the ecological situation. Therefore, the relevance of an accurate analysis of the factors influencing the global crisis on the innovative development of industry, defining prospects for reducing resource use and investing in environmental protection measures, is greater than ever. In this article, a factor analysis of the impact of the crisis on the innovation activities of Russian industrial firms in the crisis years of 2008 and 2015 was carried out based on data on the main indicators of the enterprises activities. The authors highlighted a number of independent factors influencing crises on sustainable development, with special attention paid to innovative human potential.
At the present stage, there is an objective need for the competent use of strategic planning tools at the regional level. The authors analyze the strategy of regional development by the example of Omsk, Rostov, Yekaterinburg and other regions and St. Petersburg. They show the supporting role of marketing in the strategic planning of the regions and the priorities of TICK strategy. The authors highlight the interrelation between the development of mining sector and the development of social programs and tourism in the Eastern Donbas. They conclude that it is necessary to develop marketing strategies and implement the MARKETNET regional concept in the Omsk region and distribute it in other regions of the country.
The article outlines the problems of the "green" economy, notes the importance of environmental issues for sustainable socio-economic development and national security of Russia. The authors note the need for the formation in the Russian Federation of an effective policy for the sustainable use of natural resources jointly by the leading countries of the world. The role of the national project "Ecology" and the direction "Clean Air" is shown, measures are proposed to solve environmental problems. The areas of coverage of emissions of industrial gases into the atmosphere are highlighted on the example of oil and gas companies; the ways to reduce them using a number of methods for each area of coverage separately are shown. The importance of decarbonization is substantiated, not only as a mean to solve environmental and climatic problems, but also as a way to ensure the differentiation of mineral goods and competitiveness on a global scale.
