Introduction. The co-authors have developed a new approach to the treatment of highly concentrated drilling wastewater (DWW). The approach is based on the enzymic degradation of polysaccharides that drilling wastewater contains. The research objective is to perform an experimental evaluation of the ability of this biochemical agent to intensify the process of removal of solid impurities from highly concentrated polysaccharide-containing DWW. Materials and methods. The research was performed using standardized test solutions of polysaccharides (carboxymethyl cellulose (CMC), xanthane gum, guar gum), highly concentrated DWW-containing polysaccharides. The reliability of results is ensured by certified methods of analysis, included into the Federal Register of Measurement Procedures and performed by an accredited laboratory, as well as multiple series of experiments. Results. The ability of the biochemical agents (brewing waste (BW) and an enzymatic agent (EP)) to intensify the process of removal of solid impurities from highly concentrated DWW-containing polysaccharides is identified experimentally. The efficiency of biochemical agents used in the process of treatment is determined. The biological degradation of CMC and guar gum solutions is faster than the natural biological degradation that involves BW. Depolymerization time is detected for CMC and guar gum solutions that contain EP. Conclusions. The co-authors have developed a cheaper and more environmentally friendly alternative to existing solutions. It represents a biological method of solid impurities removal from highly concentrated BWW-containing polysaccharides. The use of brewing waste products (BW) as a source of microorganisms, that trigger the polysaccharide hydrolysis, is theoretically substantiated and experimentally proven as a method of treatment of highly concentrated BWW-containing polysaccharides. The expediency of using biochemical agents (BW and EP in isolation) to accelerate the settling rate of solid components of highly concentrated BWW is proven experimentally.
Проводимая в России реформа контрольно-надзорной деятельности (КНД) претендует на использование современных подходов к управлению, в числе которых -проектное управление, риск-ориентированный подход. В то же время основные проблемы и пути их решения видятся разработчикам реформы в плоскости совершенствования процедур контроля (надзора), оптимизации процедур проведения мероприятий по контролю. Основные ожидания реформационного эффекта связываются с использованием информационных технологий в КНД и механистическом закреплении видов контроля (надзора) за уровнями управления. Практика контрольно-надзорной деятельности не свидетельствует о принципиальных изменениях, а напротив, выявляет воспроизводство устоявшихся бюрократических подходов. Анализ российского исторического опыта контрольно-надзорной деятельности позволит не только сравнить технологии государственного контроля и надзора с точки зрения результативности их применения, но и систематизировать информацию о позитивном/частично позитивном применении методов и подходов к осуществлению контрольно-надзорной деятельности.
The article is devoted to the study of the role of state corporations in the economy of the Russian Federation as in the case of Rosatom and Rostec. The authors analyze the existing concept of state corporation, Russian and foreign practices. The article presents the results of the research of economic features based on reports published on official website of Russian state corporation, as well as prospects of Russian state corporations are identified. At the present stage of development and operation of Russian state corporations, society increasingly sees their products, but it doesnt even suspect that these are domestic products that meet all international standards, which are also exported to many countries of the world. Products, goods and services are exported to North and South America, Europe, Central and South-East Asia, and Africa. In a relatively short period of existence and operation, Russian state corporations have increased their revenues and have made a significant contribution to the prosperity of countrys economy.
The modern period of reform of control and Supervisory activities is full of events, novelties of norm-setting, social experiments. In recent years, the main vector of reforms is aimed at respecting the interests of controlled objects in the preparation and conduct of control and Supervisory activities, the introduction of risk-based control, allowing to concentrate resources for control and supervision in those areas where there is a high probability of violation of the values protected by law. The article considers the dynamics and the main results of the reform of control and Supervisory activities. Among the positive results of the reform are the pilot implementation of a risk-based approach in control and supervisory activities, a system for evaluating the effectiveness and efficiency of control and supervisory activities. Some positive dynamics emerged in the application of checklists. From the point of view of the author, insufficient attention is paid to questions of a critical analysis of the need and sufficiency of control and supervisory activities in terms of the protection of legally protected values; the possibility of replacing state control and supervision by other, including non-state institutions. The author substantiates the conclusion about the analysis of the need for control (supervision), systematization of control and Supervisory functions and audit of mandatory requirements before making and implementing decisions related to the technological aspects of control (supervision). Also, proposals are made to adjust the provisions contained in the draft law “on state and municipal control (supervision) in the Russian Federation”.
The article discusses the processes of institutional change in public service in a changing external environment, focuses on the problems of unbalancing the status of civil servants, substantiates the direction of development of the system of material incentives in the logic of performance management.
