The article discusses the state influence on the development of digital economy of rational nature use in the agro-sector of the region's economy. The indicated sector of the region's economy demonstrates a mismatch between the tasks of the agroindustrial complex restructuring and the current market conditions oriented towards the widespread use of the digital economy elements, introduction of technological innovations and modernization of agricultural production. The modern way trends of the socio-economic system development dictate the need to use a development model that does not cause harm to nature or minimizes it. Realization of this statement can be ensured with a harmonious combination of environmental, innovative and economic components aimed at a balanced nature management. The authors assert that digital transformation of the agricultural sector should be considered as the basis of food security and the maximum production intensification. The key state program aimed at a direct impact implementation on environmental management in the agricultural sector of the region's economy through the digital economy has been analyzed. The conclusion is drawn on the application of this program at the regional level, as well as on a particular example of the experience of the state introducing modern management methods which have a synergistic effect for the real sector of the regional economy. The article presents some particular recommendations that should be paid attention while implementing the elements of the digital economy on the processes of environmental management in the agricultural sector of the region's economy.

This paper studies the international models of digital development of the agricultural sector of economy and its structural elements used in the emerging models of innovative development of the Russian Federation. Various scenarios of forecasting of the economic effects of agricultural production development are presented. It allowed drawing a conclusion about the low level of compliance of digital economy with the necessary science-intensive indicator of gross domestic product, which requires radical government intervention and the reorganization of economy as a whole. It is possible to state that, first of all, it is necessary to create an appropriate theoretical knowledge base, using which it would be possible to carry out the process of training the necessary skills and competencies in the development of digital economy in Russian universities. International exchange of students and post graduate students is also extremely productive in terms of the development of new technologies. This is illustrated by the US agrarian statistical analysis in the field of modernization effects. Thus, the problem of scenario forecasting of the economic effects of agricultural modernization in digital economy is quite relevant and requires additional scientific research in this direction.

The development of the regions is a multifaceted process that is influenced by economic, political, social, historical, environmental, technological, demographic and other factors. Moreover, various factors, quite often, have the opposite effect on the systemic development of the region. Along with the multidirectional factors, the structure of the regional economy and, in general, its functioning differ in its variability. The peculiarity of state regulation in modern conditions is its subject-object nature and orientation to ensure systemic development, i.e. balanced development, ensuring the proportionality of the main subsystems of the regional economy, forming its structure. Within the framework of this study, the behavioral type of the structure of the regional economy, represented by groups of subjects interested in its development, is of particular interest. This fact actualizes the scientific search in the direction of the collection of means and methods of state regulation that contribute to the structural and, in general, systematic development of the regional economy. The main result of the study is the following. In order to ensure the development of the agrarian sphere as a subsystem of the regional socio-economic system, in the process of coordinated, orderly interaction of its elements aimed at raising the level and quality of life of the population and ensuring their compliance with the requirements of the current technological structures, it is necessary to use a set of state regulation instruments grouped according to the following characteristics : economic, fiscal, legal, institutional, institutional, infrastructure, administrative.

В статье представлен системный анализ современного состояния и перспектив развития жилищного строительства в регионах Российской Федерации. Рассмотрен национальный проект федерального масштаба «Жилье и городская среда», который входит в одно из направлений развития комфортной среды для жизни и включающий федеральные проекты: «Ипотека», «Жилье», «Формирование комфортной городской среды», «Обеспечение устойчивого сокращения непригодного для проживания жилищного фонда». Подтверждено, что развития жилищного строительства в Российской Федерации и в ее регионах на данном этапе в больше степени предопределяет национальный проект «Жилье и городская среда». Выявлено значительное осложнение реализации национального проекта «Жилье и городская среда» в связи с пандемией коронавируса и пересмотром целевых показателей в сторону их снижения. Представлена динамика объемов ввода многоквартирных и жилых домов, а также выявлены регионы лидеры и аутсайдеры по объемам жилищного строительства в Российской Федерации. Значительное влияние на темпы жилищного строительства оказывает уровень благосостояния населения, а также в некоторых регионах прирост и отток населения. Дана оценка механизму проектного финансирования с использованием счетов эскроу, в рамках реформы долевого строительства. Рассмотрена ипотека, как ключевой элементом улучшения жилищных условий граждан, утверждается необходимость особого внимания к данному банковскому инструменту в связи с ростом инфляции, увеличением ставки рефинансирования и снижением реальных доходов населения.
