According to the current Food Security Doctrine, in the Russian Federation, the main indicator of food security is food self-sufficiency. Along with this indicator, we propose to use the self-sufficiency level indicator when planning food security of a certain territory and introduce the concept of the adequacy of state support. Based on calculations, it can be stated that the existing subsidy system of the Samara region is suboptimal in terms of ensuring food security. Subsidies for four product groups are almost equal to agricultural state support in the Samara region, which indicates underfunding of production of these and other product groups.
The article deals with the analysis of risks of an investment project on the example of a project for breeding red deer in the Samara region. The purpose of the study is to determine the list and degree of risks of an investment project associated with the breeding of red deer in the Samara region. Tasks to be solved: - study of the features of the red deer as an investment object; - preparation of a feasibility study for an investment project for breeding red deer, taking into account the climatic, natural, economic and legal characteristics of the region; - determination of the qualitative and quantitative parameters of the risks of an investment project being implemented under these conditions. An investment project related to the breeding of red deer in the Samara region has a unique set of investment risks. A standard qualitative and quantitative methods for assessing the risks and sustainability of investment projects can be used to determine the structure and size. Under these conditions, the investment project has a low and medium level of investment risks, mainly due to the uniqueness of the manufactured product and significant budgetary support for the project. When determining a quantitative risk assessment, it can be seen that when the most significant parameters of the project change in the range from -20% to + 20%, its results remain positive, and the planned production volumes are significantly higher than the break-even point and exceed it by more than 10 times.
The article proposes a methodology for assessing the sufficiency of financial resources in an emergency. The purpose of the study is to develop a methodology based on the method of simulation modeling to assess the sufficiency of resources and the sustainability of an agricultural enterprise in the event of an emergency. This set of methods for assessing the availability of enterprise financial resources for overcoming emergencies was implemented using algorithms for simulation of enterprise financial flows and their assessment in the program for investment calculations Project Expert 7.19. The program allows you to build simulation models of an enterprise, regardless of their industry and specificity. With the help of this software complex, it is possible not only to build a simulation model of an enterprise, but also to carry out its statistical evaluation. Together with the proposed method of detailing the initial data of annual financial and economic documents, this set of methods is a powerful tool for building and evaluating simulation models of agricultural and other enterprises, taking into account fluctuations in cash flow values during the year. Thus, the accuracy of the estimates obtained is significantly increased in comparison with methods based on the analysis of relative indicators or coefficients.
The article examines the role of the oil cluster in the economy of the Samara region. Due to him in 2018-2019. formed about 19% of the gross added value of the region. It unites production, transportation, and oil refining, forming the regional budget, providing employment for the population. The work purpose is to study the oil industry state in the Samara region and determine the features of its development. Within the framework of this study, it is planned to solve the following tasks: - study of statistical data on the Samara region oil cluster state; - identification of patterns and dependencies of its development; -identification of the strengths and weaknesses of the Samara region as an oil-producing territory. The volume of oil production reached 16 million tons of oil per year, and there is a tendency towards its increase. At the same time, the cost of production and electricity consumption are increasing, which indicates the improvement of production technology, the formation of a modern infrastructure of the industry. The problem of inappropriate use of agricultural land under the facilities of the oil sector is emerging. Most of this land is located in the eastern part of the region. In the future damage should reach almost 2.0 billion rubles in year.
