The aggravation of problems in the banking system is generally associated with the deterioration of the financial condition of some banks under the COVID-19 pandemic, military aggression in eastern Ukraine and the need to introduce anti-crisis management. The lack of timely and effective crisis management has led to the liquidation of more than forty commercial banks over the past five years. The need for crisis management by domestic banks is exacerbated by the instability of the financial market and requires a review of views on the essence of crisis management. The purpose of the article is to develop theoretical provisions for crisis management in conditions of financial market instability. The theoretical and methodological basis of the study were the scientific works of domestic and foreign scientists. Scientists most often associate anti-crisis bank management with the banking crisis, that is, the state of the entire banking system, and at the same time level other destructive factors. The set of commercial banks that received a net loss was determined: A critical analysis of the definitions of domestic scientists, the concept of "anti-crisis management of the bank" and identified the following groups of approaches: as a process of identifying, preventing and overcoming crisis phenomena; as a process aimed at identifying and preventing crisis situations; as measures taken during the crisis; as measures to rehabilitate the bank; as measures to increase the solvency of the bank; as a component of the bank's financial stability management; as a component of achieving the effective functioning of the bank; as a system for counteracting the bankruptcy of the bank. It is proposed to understand the essence of the category "anti-crisis management of the bank" as a special type of management, interpreted in a narrow and broad sense with the need for specific types and management methods and carried out to diagnose, prevent, neutralize and overcome crisis phenomena, including financial instability market.
Introduction. It is proved that one of the tools to ensure the competitiveness of agricultural enterprises are the principles and models of logistics, including purchasing. It is argued that the main tasks of the procurement logistics of agricultural enterprises are to improve the quality, optimize the composition and structure of material resources used in production, compliance with scientifically sound standards of their consumption, which saves production costs, and ultimately – increase competitive advantage. market segments. It is established that the largest share of total logistics costs falls on the supply and management of stocks, which can be from 50-60% of the total logistics costs. That is why the substantiation of management models for the procurement of material resources for agricultural enterprises is a topical issue in modern economic conditions. Goal. The purpose of the article is to generalize the theoretical and methodological provisions and substantiate the models of management of procurement of material resources by agricultural enterprises. Method (methodology). The following methods were used during the research: abstract-logical and monographic methods in the process of theoretical generalization and formulation of conclusions; method of system analysis, abstract-logical, process method allowed to systematize procurement management models and justify their feasibility in the activities of agricultural enterprises. Method of retrospective analysis, induction and deduction in comparative analysis of methods of purchasing material resources and determining their advantages and disadvantages. Results. The terms "procurement management" and "supply" were clarified, and supply logistics was considered as part of the process of strategic management of material and related flows. It is established that the procurement management of an agricultural enterprise should be considered as a function of supply logistics, responsible for organizing the purchase of the required number of goods and services of appropriate quality with the optimal level of costs in a timely manner. The existing methods of inventory management and calculation of order parameters are analyzed, the possibilities of their use in the practical activity of agricultural enterprises are substantiated. It was found that the existing methods take into account the price factor as a static value and argued the need to take into account the price as a dynamic value in the case of purchases of goods, which are characterized by price instability.
The Ukrainian agricultural sector suffers a sharp lack of financing which has negative consequences and is followed up with technical and technological backwardness and a decreasing level of competitiveness. The authors substantiate the necessity of the formation of an effective investment mechanism which should be based on the optimum combination of sources of domestic and foreign investments. The article deals with a structural and logical scheme of determination potential sources of investment capital in the agricultural sector of Ukraine. A negative trend in public funding which resulted in negative consequences for the Ukrainian village and the relevant infrastructure, as well as the development of depressed areas is revealed. The authors emphasise on loan problems and note the importance of the development of domestic corporations in the agricultural sector. Relations with international financial organisations, the leading role of which belongs to the International Monetary Fund, the World Bank (the largest share in the distribution of credit resources is owned by the International Bank for Reconstruction and Development) and the European Bank for Reconstruction and Development are analysed. As a result of the conducted analysis, it is recommended to attract alternative sources of investment in the agricultural sector, as well as funds of institutional investors and multinational corporations. The authors have proved a need to work out an economic and mathematical model that will select the best source of investment to achieve the optimal production outcomes and develop the social sphere with regard to characteristics of the investee. Even after the end of hostilities, Ukrainians will not be able to return home immediately due to landmines, destroyed infrastructure and other problems that take time to resolve.The availability of vacancies is a key factor in the financial security of refugees. The European Commission has published recommendations for EU countries on the recognition of academic and professional qualifications of people fleeing Russia's invasion of Ukraine. These are rules that will help to employ qualified refugees from Ukraine on a par with EU citizens.As stated in the recommendations of the European Commission of April 6, many Ukrainian refugees are forced to find work below their level of qualification. Therefore, the EU countries received recommendations for rapid confirmation of the level of qualifications of Ukrainians and their education. Many countries now offer a simplified system of empowerment for the poor in Ukraine.
The article proves that the current stage of development of the agro-food sector of the country's economy is characterized by strong positions in world exports of agricultural raw materials and low-processed products (cereals, sunflower oil, etc.) and has import dependence on certain deep-processed products. . It is obvious that this situation does not contribute to food security, but also is an obstacle to increasing the global competitiveness of the studied sector and the country as a whole. It is argued that new risks, threats and opportunities necessitate the substantiation of strategic priorities for the development of the agri-food sector of the country's economy, taking into account current trends of innovation and sustainability. It has been determined that the development of deep processing of livestock products should be a priority in the meat processing industry and the deterrents of its implementation have been identified. Measures to implement this strategic priority are substantiated, namely the commissioning of new facilities for slaughter and deep processing, equipped with high-efficiency energy-saving innovative equipment, setting up the organization of raw material collection (including by-products). It is determined that the priority directions of development of milk supply chains should be: technical re-equipment, modernization and reconstruction of milk production, introduction of resource-saving and environmentally friendly technological lines; construction of new and modernization of functioning milk-receiving cooling and primary milk processing points, creation of small-sized milk processing shops on a cooperative basis; development of deep processing of raw milk and creation of production of such products as casein, whey powder, lactose, whey proteins, etc. The directions of development of deep processing of grain and sugar beets are given, which will promote the diversification of the product range. It is proved that in the current conditions of agri-food sector development the instruments of state regulation of certain types of production should be considered in the complex of support of both agricultural producers and processing enterprises, which will promote synergy for each level of the supply chain. It is argued that the development of agri-food production will be influenced by scientific and technological changes, increasing global challenges, increasing demand for food, slowing productivity growth in the sector and reducing its resource potential, growing urban population and implementing sustainable development principles. take into account in the strategic perspective.
