functioning of the pedagogical system depends; the form of pedagogical activity, the purpose of which is the formation of a highly skilled specialist and the result of purposeful selection, design and application of organizational forms of learning, as well as the selection of methods and techniques; a complex of specially designed general (core, system-oriented) factors of influence on external and internal circumstances of the educational process and personal parameters of its participants.The author proposes various classifications of pedagogical conditions, like external, internal, didactic, psychological and pedagogical, organizational-pedagogical conditions; as well as-subjective internal-personality and objective external.Considerable attention in the paper is paid to the practical aspects of the implementation of pedagogical conditions, the observance of which is important for the formation of social competence of future officers of the Civil Protection Service of Ukraine in the process of training.On the basis of expert assessment of the importance of the factors of the social competence of future specialists' effective formation, the author substantiates the pedagogical conditions of effective formation of the social competence of future officer personnel in the process of professional training.These conditions include: the development of professional motivation of students to master the future profession; introduction of innovative pedagogical technologies into the professional training of future officers of the Civil Protection Service of Ukraine; organization of educational work, aimed at forming social competence of cadets.The article proves that an important role in shaping the social competence of cadets belongs to the educational work, which clearly outlines the technological connection between: social education, social design and social correction, which are significant for obtaining the proper level of formation of the individual's social competence.
