The theoretical and methodological foundations of investment support for innovation-oriented development of the agrarian production were worked out and substantiated in the article. The systematization of theoretical approaches was conducted and the peculiarities of innovation development investment support of the agrarian production in modern conditions were determined. The factors affecting the process of investment support of the agrarian production innovation development were determined. The substantiation of the factors that form the innovative activity of the agrarian production and the process of its investment provision were conducted. The principles of investment support of the agrarian production innovation-oriented development were supplemented, to which the principle of balanced development was added. The essence of this principle is the parallel implementation of investment and innovative activities. Considering this principle makes it possible to pursue investment policy in the agrarian sector in terms of activating investment advantages and continuous mastering of new knowledge and innovations, taking into account branch and regional peculiarities. The concept was developed as to creating the economic mechanism of regulating the investment support of the agrarian production innovation development which depends on the chosen purposes of the branch development and influence of external and internal environmental factors on investment, and the conditions of its innovative potential development, revealing the main factors, favoring or preventing from activating the investment activities in the agrarian sector and act on the object of management. Implementation of the economic regulation mechanism allows to provide the procedure of the organizing efficiency management and to form methodological tools, measuring it depending on the type of developing investment and innovative processes in the agrarian sphere.
The article develops theoretical and methodological foundations for the formation of the concept of food security management of the state in terms of investment and innovation development of the agricultural sector. It is determined that the essence of food security is the economic state of the country, in which, regardless of market conditions, the population can be guaranteed and stably provided with food resources, have free access to them in sufficient quantities, range and at reasonable prices, with this corresponds to the normatively justified parameters and medical standards. It is established that the concept of economic security of the state involves the effective functioning of all its constituent subsystems, which must ensure efficient and rational use of all relevant resources to eliminate possible external and internal threats, ensure the stability of the national economy and direct protection of state interests. Stimulating the development of agricultural production and reducing the negative impact of its systemic indicators will ensure the stability of food security and food independence by increasing the sustainability of agricultural production and food quality and income, expanding exports and imports, increasing food stocks, improving greening, improving the legal framework, realization of production potential of agriculture. The paper notes that food security is one of the most important indicators of socio-economic development of the country. It is provided primarily by the level of agricultural production, saturation of the market with its own agricultural products, which promotes its independence and meets the main groups of indicators defined in world practice (level of availability and consumption of food, availability and sufficiency of food, quality and safety of food). The development of agricultural sectors depends on the intensification of investment strategies, state support in financing and investing, promoting the competitiveness of agricultural producers in the domestic market and protecting their interests in foreign economic activity, the introduction of credit mechanisms as an option to update the material base, improve the mechanism pricing, completion of land reform and direct control over the quality of production and use of natural resources.
In modern economic conditions, economic components must be based on environmental components, especially for agricultural production, which ensures economic and food security of the country. Therefore, management system of agricultural enterprises has to be supplemented with environmental and agro-chemical components in order to improve and increase soil quality. The peculiarities of ecological agrochemical farm lands’ evaluation and certification in Ukraine were considered in the article. Their necessity for farmlands used for manufacturing organic raw materials and products was determined. Land classification and characteristics according to the degree of suitability for manufacturing organic products and raw materials are given: suitable, limited suitable, unsuitable lands. Indices of soil suitability for organic farming and their standards have been studied, namely: humus content; topsoil depth; particle size distribution; reaction of soil solution; the sum of absorbed bases (Ca + Mg); soil density; the content of mobile compounds of phosphorus, potassium, micro- elements, easily hydrolyzed nitrogen, nitrogen by nitrification power and mobile sulfur in the soil. Emphasis is placed on land suitability for organic farming, as important direction of agricultural production eco-balance. Agro-technological measures to improve ecological and agro-chemical condition of the soil used in organic farming are presented, considering sanitary-hygienic condition of the soil, its ecological stability and agro-chemical soil fertility. Interdependence and responsibility of farmers for soil condition as a result of their economic activities, the expediency of forecasting possible contamination of crops grown in the future have been mentioned. It is emphasized that the received information is entered into the ecological passport of farms, which implies the manufacturing of organic crop growing and livestock farming products at the level of world standards. The influence of ecological-agrochemical condition of land under organic farming on the quality of raw materials and products was determined. Forecasting the quality of organic farm products and raw materials according to their biological full-value condition and environmental safety is carried out by assessing the groups of indicators: qualitative assessment of farm’s soil; ecological and agro-chemical certification of farm lands; environmental impact assessments of farming system and technologies of crop cultivation; ecological and agro-chemical assessment of lands for growing organic farm raw materials and products. Emphasis is placed on social responsibility of agricultural manufactures for products and soil quality. Thus, it is necessary to improve soil quality in Ukraine by introducing organic farming, which will ensure land management stabilization and strengthen their adaptability and enable to grow high-quality organic farm raw materials and products.
