The methodological vision of the formation of the state economic policy, based on the needs of society sustainable development was proposed; the methodology for analyzing the impact of economic and environmental indicators of the implementation of the state economic policy, as an alternative to decoupling analysis was developed. Methodology. Methodological basis is formed by the convergence of four methodological approaches: methods of evaluation of indicators of "green" growth of the OECD; National System of Sustainable Development; methodological support for determining the economic and environmental priorities of "green" economy in the context of sustainable development; normative approach to the evaluation of parameters of economic safety of the state. Results. The proposed methodological support was approbated on the example of Ukraine in the period from 2010 to 2018. Practical approbation of the methodology allowed us to determine the cause-and-effect relationships between the dynamics of changes in economic and environmental indicators, positive and negative trends in the process of environmental transformation of economic policy. Value/originality. The original feature of the author's methodology is a logical and structural analysis of the main factors influencing the components of resource and environmental productivity of GDP and an extended diagnostic procedure.
Assessment of the socio-economic and environmental development of regions is one of the main tasks of regional policy, especially in the context of the decentralization reform in Ukraine. Biased and unsubstantiated assessment can disorient management bodies and significantly reduce efficiency and effectiveness of management, which leads to negative consequences. The paper aims to assess the development of Ukrainian regions based on the result-oriented approach. The analysis of available methodical approaches to the assessment has shown that they have significant conceptual flaws and do not provide a reasonable and transparent assessment. The proposed methodical approaches are as follows: the use of a model of sustainable development and assessments in the social, economic and environmental fields; transition from an integral indicator to a limited range of key indicators (results); use of additional indicators that complement the main ones; calculation of the rating of a region in the world; determination of the trend of changes in key indicators over the past 10 years; qualitative assessment of the regions’ state based on thresholds. Based on the proposed approach, the socio-economic and environmental development of Odesa region is assessed. The aim of the proposed research consists in outlining prospects of cluster mechanism application and verification of the cluster strategy in view of innovative development of cross-border regions against the background on strengthening integration processes. The work is dedicated to research of theoretical, methodical and applicable basis of strategic management of development of international integration associations as network-like structures of intra-branch and inter-branch cooperation on their mesolevel. The research method is based on mesoeconomic synthesis of development concepts in industrial and innovative clusters and international integration associations. To the authors’ opinion, it enables to work out both mechanism and scientific understanding of development trends in modern integration systems. The scientific hypothesis of the proposed work suggests that the cluster approach is the most efficient mechanism of development of international economic cooperation under modern conditions and, finally, is a mesolevel of competitive international integration systems and necessary pre-condition of qualitative progress of integration of Ukraine into the EU. The authors propose to develop integration processes of mesolevel within the framework of unified economic space basing upon clustering. Concept, structure and life cycle of net forms of self-organization of a cross-border economic space in conditions of developing a postmodern economy are considered. Conclusion is drawn to state that the cross-border clusters concept construes an approach adequate to modern challenges to stimulate economic development of peripheral regions with inherent features and advantages taking into account comprehensive dynamic competition and coordination of problems of meso– and macrolevels with conditions accompanying operation and activity of particular business entities. Under such circumstances, cluster policy consists in creating conditions for formation and development of cross-border clusters, but, under no circumstances, in artificial generation of such clusters. Theoretical positions and methodological approaches to the formation of industrial clusters within European regions are systematized. The essence of cross-border and internal relationships of the cluster as a factor in increasing competitiveness in the increasingly Euroregion integration processes and the need to enhance the role of peripheral regions within the framework of crossborder cooperation. The strategic priorities for spatial development of new forms of cross-border cooperation in the context of regional policy of the EU are outlined.
Topicality. The growing urgency of the problem of productivity of entrepreneurial activity increasing today is substantiated by the fact that in the world due to the paradigm of sustainable development a new direction is formed - the use of innovative sources of economic growth, with full support for productive innovative entrepreneurial activity. According to the fact that Ukraine is also on the path of innovative economic development, in recent years a number of legal documents have been adopted in order to promote comprehensive employment, high labor costs, accumulation of human and social capital, development of entrepreneurial activity, strengthening middle class, raising social standards and guarantees. However, there is still no systematic view on how to solve the problem of the productivity increasing ofentrepreneurial activity, which is the basis for sustainable innovative development of any country. Aim and tasks. The purpose of the article is to determine the strategic directions of business productivity in Ukraine within the state regulation of the business environment, which requires the following tasks: to explore trends and identify key issues of business productivity, which will identify strategic areas of business productivity, which should be considered as a means of solving existing problems. Research results. A comparative analysis of the economic productivity of the EU, the USA, Japan and Ukraine has shown that there is a common tendency for all countries of its reduction, which caused by the factor of deindustrialization. The study of business productivity in Ukraine that is expressed as gross value added at constant prices revealed that the indicator "sales per 1 employee" does not give an idea of the real productivity of enterprises, because this indicator is the result of activity of scope of enterprises, namely � of the company itself and its suppliers. In this case, the further the company in the technological chain, the greater sales volume is and the less this indicator reflects the real productivity of the enterprise. The relatively high productivity of domestic enterprises at value added is actually offset by the high costs of enterprises from other operating and other ordinary activities (especially under the COVID-19 pandemic influence and as a result from other emergencies) and, as a result, profitability from all activities of enterprises is low. It is revealed that the technological gap between Ukraine and developed countries is deepening every year, which requires formation of an innovative model of high-tech development. This, in turn, requires stimulating of the development of industrial sector, especially processing and manufacturing branches, as a basis for creating of high-tech jobs, increasing productivity and as the locomotive of growth for other sectors of the economy. It is proved that in order to increase the productivity of entrepreneurship, a comprehensive mutually agreed improvement of the state tax, credit-financial, scientific-technological, personnel, social policy and restoration of the state industrial policy is urgently needed. A system of strategic directions for increasing of the productivity of entrepreneurial activity has been developed, the criterion for the implementation of which is the growth of value added from its implementation at the level of not less than 5% per year. Conclusion. The article proves that achieving of productivity growth of entrepreneurial activity in our country is possible due to the formation of favorable conditions through the introduction of organizational and economic instruments of financial and credit, tax, scientific and technological, personnel, social, industrial policy for state support of business structures capable of producing knowledge-intensive products with a high content of added value, creating of an appropriate investment climate, ensuring the reduction of Ukraine's technological gap comparing with countries- technological leaders, which is necessary for its integration into the global economic space on a parity basis. Indicators of such a favorable environment can be the following: the formation of the optimal level of tax burden on business structures; formation of the optimal level of availability of borrowed funds for business structures; growth of the share of industrial business structures that implement technological innovations; growth in the number of introduced new technological processes and innovative products; reducing of share of the depreciated fixed assets on industrial enterprises.
