The article proposes to discuss the main trends in the development of electronic libraries and prerequisites for the transition to a new level, to smart libraries. The text presents a historical overview of the formation of the electronic library concept both in Russia and abroad. Disambiguation of electronic library term is separately covered, as well as synonymous terms it has in Russia. At the same time, they often stay within a common understanding of a digital library within the framework of western theorizing. A wide range of electronic library problems is discussed in the context of multitasking understanding of the librarianship role in the public and university areas. Approach differences are pointed out in account of university tasks specifity. As a solution, the authors propose a new approach for constructing smart library by identifying and fixing the purposes of the user. Approach reverses the paradigm of library consciousness, indicating that the primary role in the library is given to the reader that is at odds with most of the current thinking about the library as a space, funds and staff. The text discloses an approach in which relying onTechnology in the smart library, previously based on information and knowledge, is transformed into technologies, based on interaction and exchange of experience -smart technology.
This paper reviews historical aspect of informatization in a university, underlines the key part of a library in the past and loss of this role in modern universities. The decrease in demand for library services in higher education is stated. The issue is revealed in the existence of a certain gap between the needs of students and possibilities of informational and educational services of a university (including electronic library) to meet the current demand. The paper describes experience of the development of an automated information system based on the personal account technology and integrated and perspective library services by the developers ofSiberian Federal University.
Presented is experience of Siberian Federal University in reforming organizational structure of educational supporting departments. History of creation, formation, reforming of the library and publishing complex of university is submitted. Considered is specificity of work of scientific library and publishing house of university. The article describes creation of the resource center as division of the library and publishing complex, responsible for automation and technical support of key business processes. The authors рresent approaches to improving activities of the scientific library and publishing house of university. It is indicated, that automated systems “University Book Provision”, “Publishing of Works of Authors of the Siberian Federal University” have been developed for coordination of activities between divisions. Library and publishing council functions to regulate and coordinate activities of library and publishing processes, integrate them into scientific and educational environment of university. It is noted, that automation of business processes made possible to ensure efficiency of division’s work with parallel optimization of the staffing table. It is emphasized, that unification of the library and the publishing house into one structure made it possible to resolve issue of obtaining information resources. Experience of Siberian Federal University proved to be successful, and that is proved by public recognition, victory of scientific library of Siberian Federal University at All-Russian competition of library innovations and use of practice of Siberian Federal University by other universities of the country.
