The article discusses current regulatory legal acts and clarifications on their application on social support for doctors, paramedical and junior medical personnel of medical organizations, ambulance drivers directly working with patients with a new coronavirus infection (COVID-19). The federal laws, Decrees of the Government of the Russian Federation, and Orders of the Government of the Russian Federation in the field of social support are analyzed. The article contains material on the possible types of medical examinations, systematizes the existing state guarantees for compulsory state insurance for certain categories of medical workers, and the possibility of obtaining the necessary documents from medical organizations and medical and social examination institutions for submission to the Social Insurance Fund of the Russian Federation.
In the modem society, the state acts as the guarantor ofsocial security of citizens with disabilities. In this direction as an important stage the ratification by the Russian Federation of the Convention on the Rights of Persons with Disabilities in 2012 has turned. Convention was directed to the assurance of the full participation of persons with disabilities in civil, political, economic, social and cultural life of the society. Ratification of the Convention required to insert amendments in the acting legislations of the Russian Federation, including those concerning Medical and Social Expertise (MSE). In particular, there was changed quantitative and qualitative body of specialists, members of the Bureau of the MSE, there was changed the classification and the criteria used for the implementation of medical and social examination of citizens by Federal State MSE institutions. There was the replacement of a paradigm in relation to persons with restrictions in the life activity. The role of health care organizations in terms of examinations and clinical diagnosis in citizens, sent to the medical and social expertise has increased significantly. In the article there is presented an analysis of the current regulatory - legal frameworkfor the implementation of medical and social examination of citizens by Federal State MSE institutions. There was emphasized the importance of quantitative evaluation system of the severity of persistent disorders of the human body functions, caused by diseases, consequences of injuries and defects.
СОЦИАЛЬНО-ЭКОНОМИЧЕСКИЙ ПОДХОД К АНАЛИЗУ УДОВЛЕТВОРЕННОСТИ НАСЕЛЕНИЯ КАЧЕСТВОМ ПЛАТНЫХ МЕДИЦИНСКИХ УСЛУГ Аннотация. С развитием сегмента коммерческой медицины в российской сфере здравоохранения актуальность вопросов, связанных с обеспечением качества платных медицинских услуг, их экономической и физической доступности для населения становятся все более актуальными. Данная статья раскрывает основные аспекты, связанные с систематизацией факторов и условий, которые влияют на уровень качества платных медицинских услуг. В рамках первой части статьи представлено исследование основных закономерностей и проблем развития российского сегмента коммерческой медицины, в достаточной степени детально также рассмотрен и потребительский аспект в контексте ключевых параметров, влияющих на состояние спроса в этом сегменте. Во второй части статьи исследованы и описаны основные факторы, которые оказывают влияние на уровень качества платных медицинских услуг населению. Цель/задачи. Основной целью представленной статьи является систематизация и структурирование ключевых факторов, определяющих качество платных медицинских услуг. Методология. В качестве общей методической основы данной статьи использованы методы экономикостатистического и контент-анализа открытых данных, характеризующих динамизм развития сегмента коммерческой медицины в российской сфере здравоохранения. Выводы/значимость. Практическая значимость результатов проведенного исследования состоит в выработке логически унифицированной схемы, последовательно систематизирующей основные факторы, которые оказывают или могут оказать влияние на качество платных медицинских услуг населению. Предложенная в статье схема может быть использована в практической деятельности, связанной с управлением устойчивым и планомерным развитием коммерческих медицинских организаций в современных условиях.
Modern approaches to protecting public health in the world are increasingly guided by the concept of preventable loss of health, which provides for the concentration of health efforts on the prevention of morbidity and disability. The nosological spectrum of causes of disability includes a large list of diseases, among which the leading ones are chronic non-communicable diseases, which are characterized by an epidemic type of spread. The highest level of disability is observed in connection with diseases of the circulatory system, malignant neoplasms, diseases of the musculoskeletal system and connective tissue. Of the total number of citizens recognized as disabled, a significant number are disabled people of the first and second groups. The significance of the disability problem is aggravated by the special demographic situation of the "aging" of the population, which is associated with the accumulation of pathology of various major body systems. Persistent dysfunctions of the body due to diseases, consequences of injuries and defects can lead to disabilities. The development of the UN international legal framework (UN Convention on the Rights of Persons with Disabilities, "International Classification of Functioning, Disability and Health") contributed to the formation of social policy in Russia aimed at protecting the rights of persons with disabilities. Medical and social rehabilitation and habilitation of persons with disabilities is the basis of social protection of citizens with health problems. The implementation of the main directions of medical and social rehabilitation and habilitation of persons with disabilities (medical, professional social) involves the use by persons with disabilities of technical means of rehabilitation that can compensate for impaired or lost functions of the body, which helps to overcome the limitations of life and socialization of citizens with persistent health problems.
A negative psychical background is the imprint of smell ofpowder, hampering social and professional adaptation, and also interpersonal relations ofparticipants of battle actions. The study of level of socially-psychological adaptation of invalids and participants of battle actions showed that their considerable part (about 58%) has signs of zero adaptability, and in 12% of cases from this category the signs of complete social disadaptation are pronounced with the expressed negative reaction on situations, by irreconcilable attitude toward all surrounding, by the expressed protest reactions. The low level of adaptation of this category of persons is caused by the array of factors of both objective and subjective character. To the objective factors it is possible to refer socio-economic indexes, characterizing quality of the life of this contingent, state of health, weight of disability. However it is not always succeeded to observe the direct dependence between these indices and state of adaptation. It is explained by subjective psychological descriptions. The psychological consequences of traumatic stress determine the special requirement of contingent of private traders of battle actions in a socially-psychological rehabilitation. In cases of expressed posttraumatic stress disorders, socio-psychological disadaptation of persons from a number the veterans of battle actions, individual work is required after a vocational orientation and further employment taking into account compensatory-adaptive possibilities of organism and features ofpsychical reactions for the servicemen injured as a result of armed conflict.
