The article considers the issues of the relationship between business investment activities and the economic and social development of the regions. Based on the statistical data analysis it is shown that the decrease in investment activities negatively affects all key indicators of regional development after a short period of time. The article shows that a peculiarity defining Russian economy is that its significant part is actually controlled by natural monopolies. At the same time, they are strongly sensitive to all the problems of socioeconomic development of the country's territories and, therefore, are parties concerned in ensuring sustainable and qualitative growth of regional economies. Today many of the natural monopolies implement large-scale investment programs with allocated substantial resources. The analysis of these investment programs showed that they all contain components that contribute to the development of the region where the manufacturing facilities or transportation capacities of these companies are located. It is concluded that a systemic state investment policy aimed at stimulating real investments, rather than "portfolio" ones, is required to address the problem of sustainable economic growth.
This study aims to develop scientifically sound proposals and recommendations for implementing the principles and characteristics of digital monopolies and determine the patterns and relationships of individual products. To achieve the goal, methodological approaches used included correlation analysis. The results are methodological justifications to determine the key principles of digital monopolies within the service approach. The scientific novelty of the results is to identify the synergetic relationship of individual products of digital companies, which can be used to build an appropriate antimonopoly policy of the United States. The practical significance of the results consists of approbation of the proposed principles of digital monopolies on the example of the relationship of Google’s selected products.
The purpose of the proposed article is to identify the range of challenges and their solutions related to the practice of implementation of the Federal law “On strategic planning” in 2015–2018. The authors revealed the causes of redundancy, the inconsistency of strategic planning documents, different in level and importance for public administration. We showed that the lack of interconnection of goals and criteria for their achievement at different levels of management and between ministries (departments), the lack of a generally accepted methodology for the analysis and evaluation of the implementation of strategic decisions reduces the importance of strategic planning as an important means of improving the efficiency of public administration. Particularly, we noted that the unbalanced system of strategic planning hinders the pace of economic development and weakens the country’s ability to ensure economic security. The article reveals the measures that can and ought to be taken by the state, business and institutions of civil society to overcome the barriers and difficulties of implementing strategic planning.
Subject. The article addresses a methodological approach to determining the feasibility of including an event that ensures the achievement of strategic targets in the implementation plan of a strategic planning document (i.e., a national project or a government program). Objectives. The purpose is to develop a methodological approach to create a balanced list of measures, which, if implemented, will have a positive effect on achieving strategic guidelines for sustainable socio-economic development and strengthening the economic security. Methods. The study rests on expert estimates for calculating the index of activities quality. The calculation of the index is based on the assessment of the index of incoming resources, the index of process, the index of outcome. The approach enables to consider elements associated with the initiation of a particular event, its successful implementation, and achievement of a specific outcome. Results. The study creates an approach to defining the degree of elaboration of the event and the feasibility of including it in the implementation plan of the strategic planning document. The method of expert estimates enables to neutralize some uncertainties and costs caused by initial data quality, empirical estimates of the degree of obtained results’ accuracy, and allocated resources. Conclusions. The working out of organizational, legal, and regulatory measures is only one element of strategizing. Further research should develop methodological approaches to the definition of targeted and critical values of the strategy system to implement a high-quality and operational monitoring.
