In its 2006 Recommendations, the European Parliament (Recommendations) states that the digital competence is one of the eight key competences of life-long learning. Digital competence is a transversal key competence that allows people to acquire other key competences, such as language, mathematics, learning or cultural awareness. It is closely connected with many of the so called XXI century skills, which need to be mastered by all citizens to ensure their ability to actively participate in the social and economic life (Ferrari, 2012).Digital competence is both one's right and one's obligation if the person is to function in the modern society. The article presents the results of study of the positions of university graduates in the Russian labor market. The relevance of the subject is due to the fact that getting higher education instead of starting to work directly after school is now considered a social norm, and the fact that the structure of training in specialties and its quality, as stated by the top officials, does not meet the needs of the economy. The research is based on data of the first selective observation of employment of graduates of Rosstat, obtained in 2016, and the Ministry of Education and Science monitoring of graduates employment of 2015-2017. In the paper we assess the employment rate of young people with higher education by age groups; highlight regional features of university graduates employment; evaluate employment characteristics by groups of specialties; we study the distribution of employed university graduates by types of economic activity in comparison with the all-Russian structure of employment. It is concluded, that with an increase in the level of education the probability of success employment, including finding a job in the specialty, increases; and that job satisfaction is higher for those who work in their professional field. For NEET youth with higher education, recommendations on how to integrate into the labor market relations have been suggested.
The article presents an overview of the materials of the annual scientific conference «Lomonosov readings-2019», reflecting the reports made at the section «Individual and work in the digital economy», dedicated to the significant date - the 100th anniversary of the International labour organization (ILO). The speakers actively discussed the development of social and labor sphere of modern Russia, its future in the conditions of digitalization and humanization, the problems of formation and development of human potential and transformation of labor relations in the digital economy, as well as prospects and risks in the regional, sectoral and corporate labour markets in connection with digitalization. The discussions identified and justified the need to consolidate efforts to establish an Association of labor economists, to continue the tradition of holding annual international inter-University scientific conferences for the exchange of scientific ideas and consistently project the position of the ILO in science, practice and in the teaching process.
Work-life balance is an indicator of satisfaction with human life as a whole and is becoming more relevant in socioeconomic conditions today. A balance between two important areas of human life can be achieved only with a high quality of working life, but it is now subject to serious fluctuations in conditions of active spread of remote forms of employment. The article deals with studying the state of work-life balance during the period of changes in the quality of working life due to the pandemic of «Covid-19» and the forced transition to remote work. In the theoretical part of the article the authors consider approaches to determining the main elements of the quality of working life and their indicators, identifying various aspects of the studying worklife balance. Labour quality indicators usually consider the ratio of working life to non-working life, but in this article the authors give evidence how the quality of working life can influence the achievement of work-life balance. In the practical part of the study, based on the author's survey, the main factors affecting the balance and quality of working life in the context of two-time intervals have been analyzed: before and after introducing of the self-isolation regime. The study has made it possible to determine changes in the work-life balance for different groups of employees due to changes in the main parameters of the quality of working life after the self-isolation regime was introduced and the transition to remote work occurred.
The object of the research is the university students and graduates who are about to enter the labor market or are at the beginning of their career path. The purpose of the research is to determine what factors influence the choice of distance employment by students and graduates and to formulate recommendations for Russian companies on how to implement distance employment for these employees. The authors applied the methods of analysis and synthesis of scientific literature, as well as processed the databases of international companies and Russian Federal State Statistics Service (Rosstat), and conducted a survey of students and graduates in 38 Russian regions, who are to graduate or graduated in the period between 2017 and 2025, using an online questionnaire from February to March 2020. The analysis of the survey results was carried out using the construction of econometric models. According to the research results, the main advantage of distance employment for students and graduates is the ability to independently distribute working hours, and the main disadvantage is the presence of a large number of distractions from everyday life. At the same time, those representatives of the target group who had the experience of remote work are more likely to choose this form of employment in the future. As a result of the study, the degree of influence of distance forms of employment on the labor market of students and graduates of Russian universities was identified and analyzed. For this target group, distance employment has both advantages and serious risks, which makes the topic relevant. From a practical perspective, this study may be useful for HR management experts, as well as university administration officials, since the transfer of employees to remote work allows companies and institutions to continue to function successfully during periods of quarantine and self-isolation.
