Human experience claim limitlessness due to the temporal extension beyond the lifetime. Our extension to the past, the present, and the future is crucial for establishing meaningful connections among temporality, memory and representation. At the same time, representation of time and construction of memory are challenged by the complexity of global time, which fails to correspond to linear causality and positivist methodology. Considering these complications, this article focuses on two primary tasks. First, it considers different ways to conceptualize the past as a dimension of time in the context of social studies of temporality. Second, it investigates the construction of the past in news discourse in Turkey. Exposing connections between the temporality of the past and the construction of meaning in a specific socio-cultural context, our analysis attempts to connect temporality, culture, and politics. The article discusses the basics of structuring educational risks in the quality management system of additional professional education (QMS APE) of higher education institutions. The article analyzes approaches to the identification of a criterion feature of the risk structure in the context of risk-oriented thinking in the management of processes in the QMS of an educational organization. The expediency of structuring educational risks on the basis of a variety of processes in the modular-hierarchical model of the QMS of a higher education institution is justified, which allows extending this approach to the entire set of processes of an educational organization. We propose an algorithm for structuring educational risks based on the identification of process parameters, where the risk of implementing the process is expressed through the formulation of planned results, and the process parameters (input, output, control effects, resource provision, etc.) are considered as sources of risk under conditions of uncertainty. We consider the adaptation of the proposed approach to the design of supporting processes of the QMS APE on the example of the process «Recruitment». It is argued that the proposed approach to risk structuring can be used in relation to the QMS processes of a higher educational institution.

Mozhaeva PERSONNEL RISK CONTROL IN SYSTEM OF COMPANY QUALITY MANAGEMENTIn accordance with the requirements of new standards of ISO series 9000 version 2015 a process control in the quality management system (QMS) of a company makes provision for the interconnection of three factors: their planning, the realization of PDCA cycle and a risk-oriented thought supposing the assessment of the impact of environment factors which can result in the deviation from results scheduled and also lead to the minimization of negative consequences and to the maximization of potentialities arising.A risk-oriented thought applies to the whole system of company management quality including also personnel processes. But risks and potentialities, connected with QMS ensuring processes which belong personnel processes to, are low identified and actually undeveloped.The authors offer methodological fundamentals for personnel risk control in the system of company quality management on the basis of a social-economic approach allowing the avoidance of a drawback detection: the absence of certainty in the interpretation of the concept of "risk"; a differentiation in views upon concepts of "risks" and "potentialities" and their interconnections; the identification of risks in personnel processes in the context of the risk-oriented thought. The paper reports a multidimensional nature of personnel risks in the context of new standards of ISO 9000:2015. The offered approach to personnel risks allows decreasing a level of uncertainty in the management of company human resources.
