The object of the article is research investigation of the development potential of modern maritime industry, including the financial component as essential prerequisites for competitive advantages of modern maritime business-structures in terms of the intensity growth of competition. The components of potential development of maritime transport enterprises are determined. The principles of assessing the potential maritime business enterprise are examined, including its financial component, based on the calculation system of indicators. The financial potential of the Ukrainian Sea Ports Authority is analyzed. The influence of the quality of the pricing decisions on the level of development potential of port enterprises as an important component of the maritime industry of Ukraine is determined. The state and prospects of the development of a national system of port dues is reviewed. The measures to improve the quality of pricing decisions at the example of activities of port enterprises, particularly in the sphere of port dues forming, are proposed. The expediency of introducing incentive tariff approach, which is a prerequisite for attracting additional investments to build and modernize maritime transport infrastructure is established. The basic set of criteria for evaluating strategies of development of maritime transport enterprises is determined.

The paper looks into a set of issues related to the management of seafarers' work in the global maritime job market. The peculiarities of the development of the seafarer job market were examined. The relevance of the seafarers training quality arises due to changes in the global freight market and system of experienced seafarer training. Work on vessels with the flag of convenience has certain peculiarities that impact performance and that have to be considered at training and upgrading the skills of the maritime specialists. The components of the training mechanism for competitive maritime specialists intending to work in national and international markets were substantiated. The necessity of diversification of the sources for financing maritime education was substantiated.

The aim of the study is to determine the extent and prospects development of market potential of intermediary structures using an example of waterway transport enterprises. Economic liberalization, development of international economic activity, fragmentation and distantness of suppliers and buyers as preconditions for development of intermediary business structures are determined. The main factors hindering the development of intermediary activities are identified, for instance, imperfect regulatory framework, insufficient intermediary's professionalism, insecurity from intermediaries, low level of responsibility to counterparties, general distrust. Transport companies, in particular, the waterway transport enterprises, are identified as intermediaries that have a significant influence for development of individual economic agents and economic systems. Prospects for the development of sustainable mutually beneficial economic relations or the mutual benefit, the availability of effective information flow, a clear definition of roles, rights and obligations of the involved parties, mutual coordination of behaviour of intermediary structures and clients defined as the main conditions for development of effective interaction of intermediary structures of water transport and clients. Transformation of regional problems into opportunities based on optimization of regional development potential is determined as one of the most important tasks of crisis management.The aim of the article is to make an assessment of the market infrastructure state of the Black Sea region and to justify the expediency of the development strategy realization, in particular, by cross-border cooperation intensifying, based on the infrastructure improvement. The study is based on the use of general scientific and special-scientific methods of scientific knowledge.The method of system analysis was used to study the preconditions of the regional development strategy formation and its successful implementation.Cross-border cooperation is an important mechanism for social and economic development, international cooperation of Ukrainian regions, in particular the Black Sea region.It has been determined that the Black Sea region should become the basis for the implementation of the direction of cross-border cooperation of the State Strategy for Regional Development until 2027.Transport potential has been identified as the most important component of the «hard» part of the infrastructure for the implementation of the strategy for the development of cross-border cooperation in the Black Sea region.Among the elements of «soft» infrastructure deserves special attention to the financial system, the education system, and the public administration system. It is justified that the goal of state regulation of regional development is to ensure sustainable development of the region, taking into account the interests of stakeholders, the main of which are society, business and the state.It is determined that the development of transport infrastructure is a common point of regional development strategies and cross-border cooperation programs.The formation of cross-border clusters on the basis of maritime transport enterprises in the region is appropriate.The existence of cross-border clusters is recognized as a prerequisite for increasing the investment attractiveness level and the regional entities innovation activity.The need to improve the tools of public administration in the field of cross-border cooperation and develop of directions to solve legal, organizational, financial, economic, social, cultural problems that arise in the process of cross-border cooperation has been identified
