The European Union forms new requirements for the efficiency of public institutions and the gradual transformation of public management. The relationship between the viability of public management to solve internal problems and the dynamics of socio-economic development is obvious. So, the evaluation of the viability of public institutions’ actions related to the socio-economic processes in any country has theoretical and practical significance. The purpose of our study is to assess the socio-economic viability of public management in the context of European integration processes. Within the article, a comprehensive study of the public management viability in EU countries is presented. The specificity of the study is to assess the socio-economic viability of public management on the basis of economic and social indicators of EU countries. According to the overview of scientific works it is a need to use a comprehensive indicator of public management viability evaluation. So, the considerable attention is paid to the deepening of methodical aspects of public management effectiveness on the basis of multicriteria methods. The result of the study is the calculation of the Socio-Economic Viability Index of Public Management. The obtained results prove the relationship between the SocioEconomic Viability Index of Public Management and the progress of economic reforms in the EU, with the possibility of appropriate conclusions for countries to identify strengths and weaknesses, justify priorities and means to achieve them in the context of European integration. These conclusions can be used as a starting point to assess the relationship between the level of development of the European country and the quality of its public management. The study confirmed the thesis on the correlation between the SocioEconomic Viability Index of Public Management and Happy Planet Index, The Global Competitiveness Index, Corruption Perceptions Index, Fragile States Index and сonfirm the possibility of using this indicator to assess public management quality in EU countries.
The purpose of the article is to study the regulatory policy of Eastern Europe in the context of effective public administration and to identify areas for ensuring its effectiveness in modern development conditions. The need for conceptual substantiation of the regulatory policy implementation directions, development of appropriate applied nature recommendations taking into account public administration system transformational processes has caused urgency of a theme. The methods of comparative analysis, statistical analysis, method of abstraction and formalization, grouping method, SWOT-analysis method were used as empirical research methods. It was substantiated that modern science considers this concept in the following aspects: complex, special, normative and globalization. In the context of the Good Government concept, regulatory policy was analyzed according to the transparency criterion. It was determined that the disadvantage for Ukraine is the lack of regulatory policy transparency, the lack of single database with draft regulatory acts and performance monitoring reports. It is proposed to use SWOT-analysis as a strategic tool for regulatory impact analysis. Conceptual bases of improvement of regulatory policy realization process have been developed in the following directions: economic development, improvement of internal business environment, harmonization of normative-legal regulation system, stimulation of partnership in the regulatory policy field.
Проаналізовано етапи становлення державно-приватного партнерства. Розглянуто основні підходи до визначення терміну «державно-приватне партнерство» з огляду на сучасні світові тенденції. Обґрунтовано характерні риси відносин державно-приватного партнерства. Визначено доцільність впровадження відносин державно-приватного партнерства як форми співпраці між органами публічного управління і приватними господарюючими суб'єктами з метою розвитку територій в умовах децентралізації влади. Досліджено стан реалізації проєктів за договорами державно-приватного партнерства в Україні. Визначено ризики для органів публічної влади та приватного інвестора в результаті відносин державно-приватного партнерства. Розглянуто основні моделі відносин державно-приватного партнерства в умовах децентралізації. Проаналізовано нормативно-правове забезпечення реалізації проєктів державно-приватного партнерства. Визначено стратегічні напрями, що можуть знайти відображення в програмних документах, спрямованих на підтримку та розвиток державно-приватного партнерства в умовах децентралізації влади. The reform of power decentralization provoked the emergence of fundamentally new problems, which are subordinated to the modern state management policy. This is especially the case with the management of those sectors that are owned by the state and under public administration (energy, transport, public utilities, etc.). The public-private partnership concept is used to address this problem in the management practices of developed countries. So the purpose of the study is to substantiate the opportunities and priorities for implementing public-private partnerships in the context of the reform of power decentralization in Ukraine. Problems of interaction between state property and private capital are constantly on the verge of public administration theory and practice and require continuous improvement of the conceptual framework of partnership. The use of PPP mechanisms is conditioned by crisis events in the national economy and public administration. According to this model of economic relations, the state is considered as a guarantor, organizer, regulator and customer of territorial development projects. The characteristic features of public-private partnership relations are substantiated.
