可持续发展一直是社会各界广泛关注的热点话题,煤炭资源作为我国最主要的基础 能源,在国家能源安全保障中占有重要地位。我国正处于经济增长和产业结构升级的关 键时期,科学评价煤炭资源的可持续性,明确煤炭资源可持续发展的影响因素及程度有 助于解决资源、环境、经济失衡的问题 [1-2] 。对此国内外专家学者对矿产资源可持续发展 及其量化评价方法进行了深入研究,提出了矿产资源可持续力的概念 [3] 。目前许多学者对 煤炭等矿产资源可持续力评价进行了一系列研究。余敬等 [4] 以系统论与可持续发展理论为 基石,建立了矿产资源可持续力六因子评价模型;Chen 等 [5] 构建了中国西部能源可持续 发展评价模型,为中国西部能源的可持续发展提出了针对性建议;刘学等 [6] 运用云模型理 论对主要煤炭城市进行了可持续性评价;黄寰等 [7] 以层次分析 法为基础并结合主成分分析 法,应用 Logistic 模型对我国矿产资源可持续发展水平进行了回归预测;赵敏等 [8] 构建了 矿产资源可持续力的指标体系和评价模型,采用模糊综合分析法对大冶市矿产资源的可 持续力进行了定量评价。上述学者虽然采用不同理论和方法对煤炭等矿产资源可持续力 进行评价,并取得了良好效果,但都没有对矿产资源可持续力评价指标信息不相容性问
