In order to examine the characteristics of educational bureaucrats in the Chosen Colinial Government General, this paper addresses the changes of the office organization, the composition of the personnel, and the features of high-ranking educational bureaucrats in the department of education. In October 1910, the department of education was established in the ministry of the interior as an exclusive central department for education. It was elevated to an independent ministry in 1919. After the 1920s, albeit a few changes, its office organization remains the system of three departments. The Ministry of education started with 18 people in 1910 and expanded into an organization of 84 people. The personnel were composed of diverse professions, including deputy director, the editorial director and many more. There were total of 14 heads of academic affairs, two of whom were Korean. It was the only ministry where Koreans could become its head. They were usually elites, Tokyo Imperial University graduates. The directors of academic affairs and the editorial directors were all Japanese. It is notable that the directors of social affairs were all Korean. 15 percent of educational bureaucrats were Koreans and comparatively the number of Korean high-ranking educational bureaucrats was not so small. Given the features of office organization, personnel composition, and high-ranking bureaucrats, The organizational status and competence of the educational bureaucrat was not bad, but Working conditions and Autonomy was limited.
