This article presents a circuit and a system for IEEE 1588 based clock synchronization to generate a very accurate frequency signal required in femtocell devices. A prototype board and the experimental environment to verify the functions and to evaluate the performance are explained to verify the feasibility of the proposed synchronization system. To make low-cost femtocells without constraints on the place of installation, it is very important to study on the practical implementation of synchronization system based on IEEE 1588. The experimental result shows that the synchronization errors between -16 ns and 9 ns are guaranteed over the network of femtocell devices with the proposed synchronization circuits, thus the synchronization criteria of the 3GPP HNB are met.
As the major developed countries of the world have realized the importance of common information and its utilization, they have begun to seek a plan that will facilitate manipulation of common information. Despite development of the National R&D activities and its quantitative increase in Korea, its practical use still remains at a lower level. Therefore, it is worthwhile to analyze practical use and economic contribution in order to achieve higher profits. There are two purposes of this study. The first purpose is to draw a conclusion by analyzing the practical uses of the National R&D Reports, and the second purpose is to evaluate economic contributions by the National R&D Reports. In order to achieve the objectives of this study, literature review, survey, focus group interview, and experts' consultation were conducted as a way to deepen research, simultaneously comprising the quantitative and qualitative methods.
To enhance its efficiency to improve organizations' competitiveness, performance evaluation is vital and it influences budget, policies, and human resource affairs of the organizations. The study aims to develop performance indicators for National Library of Korea (NLK) and evaluate performance based on indicators driven. As a result, the study develops 2 viewpoints for each work area of NLK -management of information system, digital resources enlargement, and the cooperative utilization system for alternative materials. It also develops total 12 indicators. Based on the evaluation, the research finally suggests strategies for performance improvement by viewpoints for NLK.
