Abstract. Electrical conductivity of electrons on helium film covering a two dimensionally corrugated dielectric substrate was measured in a temperature interval between 0.4 and 1.64 K. As the temperature decreased from 1.5 K, the electrical conductivity decreases and approaches gradually to zero around 0.4 K. This temperature dependence is different from that measured in 2D electron system on bulk liquid helium. In order to understand the effect of the dielectric substrate, the dependences of electrical conductivity on magnetic field were measured by using a Corbino electrode and the mobility was evaluated in different temperatures. The results revealed that the mobility of electrons increases as the temperature decreases. Combining the data of electrical conductivity and the mobility, it is deduced that the decrease in conductivity as the temperature decreases is due to the decrease in number of mobile electrons.

A review of the experimental and theoretical research on one-dimensional and zero-dimensional electron systems localized near a liquid helium surface is given. The properties of the electronic states on a flat liquid helium surface, including the surface of thin helium layers, are briefly considered. Ways of realizing one-dimensional and zero-dimensional electron systems and the results of experimental and theoretical studies of their properties are discussed. Experiments on the investigation of localization processes in quasi-one-dimensional electron systems are described. Collective effects in systems of this kind are considered, and the possibilities for the use of low-dimensional electron systems on the surface of liquid helium for creating electronic devices and quantum computers are explored.

The energetics and transport properties of the polaron in the anisotropic surface over liquid helium are investigated. The localization radii and the energy of the ground and excited states are calculated using the variational method within the hydrodynamic model of the polaron. In particular, we have considered maximal anisotropy which corresponds to the system of electrons in quasi-one-dimensional channels over liquid helium. The polaron binding energy is found and the temperature for the polaron formation is estimated below 0.1 K. Solving the hydrodynamic equations for fluid velocities, the polaron mobilities along and across the channel are determined. The possibility of experimental observation of polarons by measuring the frequency of spectroscopic transitions as well the mobility as functions of the holding electric field is addressed.
