Este trabalho é composto de duas partes. Nesta primeira é analisada a construção dos grandes oligopólios no setor de telecomunicação na China, principalmente como estratégia de fortalecimento das empresas nacionais (indigenous companies) que fabricam equipamentos de telecomunicações, que se transformaram em grandes oligopólios no país. O objetivo do estudo é analisar o catch-up tecnológico da China no setor, utilizando o arcabouço teórico e metodológico da teoria do ciclo de vida da tecnologia e o Sistema Setorial de Inovação. Corroborando com outros trabalhos, afirma-se que a China logrou um catch-up tecnológico no setor de telecomunicações adotando uma estratégia de stage-skipping e path-creating, sustentado em empresas nacionais. A contribuição deste trabalho tem três dimensões que convergem com outros estudos sobre a temática e também preenchem suas lacunas. A primeira dimensão aprofunda as análises nas relações entre governo/operadoras de telecomunicações e as empresas produtoras de equipamentos de telecomunicações, mostrando a construção de um mercado oligopolístico no setor de operadoras de telecomunicação, em especial com a China Mobile e a China Telecommunications Corporation (China Telecom). A segunda contribuição é empírica, incorporando indicadores até 2021 relacionados ao setor de telecomunicação, como os de produção, comércio exterior, receitas das empresas e investimento em pesquisa e desenvolvimento (P&D), os quais apontam para a relevância desse setor para a economia chinesa, tanto no mercado interno como no comércio exterior. Por fim, a terceira contribuição do estudo preenche uma lacuna que não é abordada em outros trabalhos sobre a temática, que é analisar o cenário recente geopolítico e seus desafios para a China, em que se acentua uma conjuntura de disputa pelo domínio tecnológico e político entre Estados Unidos e China, com várias sanções impostas pelos Estados Unidos a empresas chinesas.

The growing numbers of unemployment raises concerns around the world. With the arrival of the Fourth Industrial Revolution (4IR) many believed that 4IR might increase the unemployment rate by replacing the current jobs with automated machines such as robots whereas some argued that 4IR might reduce the unemployment rate by creating millions of new jobs. The paper aims to share the scenario of Industry 4.0 processes that affect future talent management, in determining which jobs will be severely affected, and that will be less affected. The talent mapping is a conceptual framework of job landscapes and the following four clusters examine job characteristics: machine-centric to human-centric, routine to complex, and optimization to identity. A qualitative method was deployed to extracts primary data from educators' perspectives in developing talents required for 4IR through Education 4.0. The adoption of Education 4.0 will be advantageous for developing talent in keeping up with the progressive and demanding talents in 4IR. The proposed model defined that clusters of machine-centric are jobs performed routinely on an application basis and usually structured and do not require any compassion or emotions. While developing talents for clusters in human-centric jobs, it may be difficult to replace humans due to complexities in the decision-making process and required compassion for task completion.

It has become a strategic consensus of the international community for accelerating the deployment of 5G network. This paper presents an approach for the deployment of 5G base stations under the considerations of both the cost and the signal coverage. We formulate an optimization problem for the site selection and location of 5G macro and micro base stations. An implementation procedure is proposed in the paper for the cooperative operation and deployment scheme of optimizing the location of 5G heterogeneous base stations, which aims to optimally reduce the setup cost and strengthen the signal coverage while deploying 5G base stations. A series of numerical examples are solved in the paper to demonstrate the proposed approach, and a cost-benefit analysis is also conducted to determine the optimal deployment plan for the number of macro and micro base stations. In the conclusion, a balanced executable solution is presented to make the signal strength of all demand points in the studied 5G network reach the strongest under the budget constraint.
