The goal of Digital Transformation of the Public Sector is the achievement of a better quality of life for citizens, via a more responsive and transparent administration and governance. By now it is clear that technological innovation, both in terms of computer architectures and software systems, is a crucial component of it, yet not sufficient. Indeed, a cultural, organizational and legal shift in how public organizations operate and relate to the citizens is also required. Nevertheless, computer scientists can play a key role in such a transformation and, given its impact on Society, it is essential to achieve a broader level of awareness of it and involvement in it of those scientific and professional figures. To this end, a technical map specifically designed for computer scientists, but properly placed in the context of the cultural, organizational and legal changes mentioned above, would be highly beneficial. To date, such a map is missing, to the best of our knowledge. The main contribution of this Tutorial is to provide it, together with a guided tour describing which key technological aspects enable and drive such a transformation. More specifically, based on a careful analysis of the available scholarly literature, that does not seem to include any Computer Science textbook material, a model of such a transformation is proposed, together with carefully selected examples incarnating it to show its validity: the cities of Barcelona and Chicago. Finally, a look at the future of this area is also provided. Las organizaciones buscan constantemente innovar mediante la creación de aplicaciones o servicios que resuelvan problemas empresariales, ya sea internos, como la optimización de sistemas de gestión de relaciones con los clientes, o externos, como el desarrollo de nuevas aplicaciones móviles para sus clientes. Sin embargo, la mayoría de estos proyectos de software enfrentan desafíos significativos que obstaculizan su éxito. Muchas empresas, a pesar de reconocer la importancia crítica del desarrollo y entrega de software, carecen de programas de inversión para optimizar y mejorar sus equipos, lo que resulta en pérdida de oportunidades comerciales. Una posible solución a estas problemáticas se encuentra en la implementación de prácticas DevOps, las cuales constituyen un conjunto de herramientas, prácticas y una filosofía cultural que automatizan e integran los procesos entre el desarrollo de software y los equipos de TI. Estas herramientas ponen énfasis en el empoderamiento del equipo, la comunicación y colaboración entre los mismos, así como en la automatización de la tecnología. Un equipo de DevOps está compuesto por desarrolladores y operaciones de TI que colaboran durante todo el ciclo de vida del producto para aumentar la velocidad y la calidad de la implementación del software. Bajo este modelo, los equipos de desarrollo y operaciones ya no están separados, sino que a menudo se fusionan en uno solo, donde los ingenieros trabajan en todas las etapas del ciclo de vida de la aplicación, poseyendo habilidades multidisciplinarias que les permiten abordar diversos aspectos del desarrollo y despliegue de software de manera más eficiente.

DevOps benefits: A systematic literature review

Among current IT work cultures, DevOps stands out as one of the most adopted worldwide. The focus of this culture is on bridging the gap between development and operations teams, enabling collaborative effort toward quickly producing software, without sacrificing its quality and support. DevOps is used to tackle a variety of issues; as such, there are differing benefits reported by authors when performing their analysis. For this research, we aim to reach consensus on the DevOps benefits reported in existing literature. To accomplish this objective, two systematic literature reviews. The first intends to find all benefits reported in the literature, while the second review will be used to map the benefits found in the first one with DevOps implementation case studies, providing empirical evidences of each benefit. To strengthen the results, the concept‐centric approach is used. During this research it was possible to observe that the most reported benefits are aligned with the DevOps premises of better collaboration between developers and operators, delivering software and products quicker. Based on DevOps implementation case studies, most reported benefits include a faster time to market as well as improvements in synergy and automation. Less reported benefits include a reduction in failed changes and security issues.
