Prepaid meter (PM) is getting very popular especially in developing countries. There are many advantages to use prepaid meter as opposed to postpaid meter both to the utility provider and to the consumer. Brunei has adopted PM but it is not intelligent and not wireless enabled. Reading meters and topping up balance are still done manually. Utility provider does not have information on the usage statistics and has only limited functionalities in the grid control. So accordingly an intelligent agent based wireless prepaid energy meter been developed using JADE-LEAP Agent development kit allowing agent from utility provider to query wireless energy meter for energy values for every household. These statistics can be used for statistical computation of the power consumed and for policy and future planning. Agent from consumers' mobile devices can query the energy meter to study the power consumed and for topping up the balance. When the meter reaches the threshold, agent at energy meter would also send messages to alert consumers for topping up through mobile handset and failing to do so will lead to power being cut automatically

This case study examined the perceptions of the consumers after the switch over from post-paid to prepaid electricity billing model by Botswana Power Corporation and at different parameters that measure the satisfaction of customers on the utility service provided by service providers. The study also focused on customer perception on how the Botswana Power Corporation managed the change with a view to see whether the overall satisfaction had increased or decreased. A non-probability type of sampling was used and questionnaires were used as data collection instrument. The findings indicate that the customers have embraced the prepaid billing system and that they have recognized the benefits of conversion to the prepaid model. The positive perception on the prepaid system requires that the Botswana Power Corporation should make certain that quality service, better network, and regular check on the meters are carried out to ensure that the positive perception is maintained at the highest level. It is also recommended that in future, consumers are consulted and changes communicated to them in good time to address any possible negative perception about the change. Such a move will also ensure easy customer buying-in to the changes.

AbstrakTujuan dari penelitian ini adalah membangun desain sistem pembayaran dan pengisian pulsa listrik prabayar secara online. Sistem listrik prabayar yang sedang berjalan masih menuai banyak permasalahan, misalnya saja sistem masih mengharuskan pelanggan listrik untuk membeli pulsa listrik secara offline dengan mendatangi outlet-outlet penjualan token listrik, ATM, ataupun melalui perantara pihak ketiga. Diharapkan sistem pembayaran dan pengisian pulsa listrik secara online dapat mengatasi permasalahan yang ada. Pelanggan dapat melakukan pengisian pulsa kapan saja secara online melalui website dan realtime. Metode analisis penelitian yang digunakan adalah analisis kuantitatif dan analisis kualitatif untuk mengukur respons pelanggan terhadap sistem listrik prabayar yang berjalan. Hasil dari implementasi sistem listrik prabayar secara online ini diharapkan dapat mendukung perusahaan PLN dalam mengembangkan perencanaan strategi teknologi informasi dan menghasilkan inovasi baru yang dapat menyelesaikan permasalahan pada sistem listrik prabayar sebelumya. Kesimpulan dari penelitian ini pembayaran dan pengisian pulsa listrik prabayar yang efektif dan efisien mempunyai pengaruh terhadap kepuasan dan kenyamanan pelanggan. Kata Kunci: listrik, pembayaran, prabayar, website AbstractThe purpose of this study is to develop online payment and prepaid electrical pulse charging system design. Prepaid electricity system is running still reap the many problems, such systems still require electricity customers to purchase electric pulse went offline with token sales outlets, electrical, ATM, or through third party intermediaries and other problems. Hopefully, online payment and charging electric pulses system can overcome the existing problems. Subscribers can reload at anytime online through website and realtime. Research methods that is used for analysis is quantitative and qualitative analysis, to measure customer responsse toward electrical prepaid system that has been running. The results of the implementation of online prepaid electricity system is expected to support the company PLN in developing information technology strategic planning and new innovations that can solve problems in electrical systems prepaid before. The conclusion from this study and the payment of electricity prepaid reload the effective and efficient to have an influence on customer satisfaction and comfort.
