Military-civilian scientific and technological collaborative innovation (MCSTCI) is an important intersection of civil-military integrated development strategies and innovation-driven development strategies, and has become a brand-new model for Chinese key scientific and technological research. The selection of cooperative partner between military and civilian innovation entities is not only the primary segment to carry out MCSTCI activities, but also an important foundation for achieving complementary advantages and win-win cooperation. Therefore, on the basis of summarizing and combing the evaluation indicators, a partner selection model based on interval-valued intuitionistic fuzzy set multi-attribute decision-making is proposed. Firstly, we improve the traditional scoring function, and combine the new scoring function and entropy weight method to determine the weight of each evaluation indicator. Secondly, considering the impact of decision-makers’ risk attitudes, a method of transforming evaluation matrix based on hesitancy distribution is proposed. Finally, the grey correlation and TOPSIS (Technique for Order Preference by Similarity to an Ideal Solution) method is used to mark and rank the candidates, and the innovation entities with the highest score is selected as the collaborative innovation partner. An example of a military equipment manufacturing enterprise in Beijing for partner selection in order to carry out joint technological research on a certain anti-ship missile weapon shows that the model is more comprehensive and flexible in solving fuzzy multi-attribute decision-making problems, and can assess and select cooperative partners for MCSTCI scientifically and objectively.

Smart agriculture can enhance agricultural production efficiency, improve the ecological environment, and realize the sustainable development of agriculture. Many countries and companies are working hard to develop or introduce smart agricultural solutions. Because of the shackles of traditional agricultural management methods and fierce competition with a variety of different solutions, it is a difficult task for enterprises to select and implement smart agricultural solutions smoothly. Hence, enterprises must assess alternative solutions and select a feasible solution in advance. This study drew a novel assessment and selection for smart agriculture solutions using an information error‐based Pythagorean fuzzy cloud algorithm. First, an evaluation index system built on smart agriculture solutions was constructed from four aspects. Then, a new concept of Pythagorean fuzzy clouds was defined to express the evaluation information for each indicator. Simultaneously, the Pythagorean fuzzy cloud weighted Bonferroni mean (PFCWBM) operator was developed to aggregate the assessment information of multiple indicators. Next, an assessment and selection decision framework for smart agriculture solutions based on the PFCWBM operator was presented. In addition, an example was given to illustrate the effectiveness of the proposed algorithm. Finally, a discussion was conducted to verify the superiority of our approach. The results showed that our algorithm can characterize and evaluate complex information and has high sensitivity and environmental adaptability.

With the rapid development of information technology and market economy, global e-commerce platform develops rapidly. Recently, online reviews are widely available on e-commerce platforms to express customers’ experience of products. When ranking alternative products based on online reviews, how to make full use of the information in online reviews to represent the sentiment analysis results of online reviews is an important prerequisite for decision analysis. To this end, we propose a method for measuring the time utility and support utility of online reviews. Then a method for representing the sentiment analysis results of online reviews in the form of linguistic distribution is proposed. In addition, in view of the attributes and their weights being unknown, we propose a method for extracting product attributes from online reviews by using the Term Frequency-Inverse Document Frequency (TF-IDF) algorithm; and the objective weights of attributes are determined through the Criteria Importance through Intercriteria Correlation (CRITIC) method. Additionally, in order to highlight the differences between the alternatives, the roulette wheel selection algorithm is first used to randomly select product attributes. Then the alternative products can be ranked by the extended Multi-Attributive Border Approximation area Comparison (MABAC) method with mixed information. Finally, we illustrate the applicability of the proposed method through a case study of selecting a 5G mobile phone and simulation experiment.
