This article discusses one specific aspect of the process of Serbia’s EU Accession which refers to liberalisation of the transfer of economic property rights over natural resources, particularly agricultural land. The underlying principles of the free market economy assume free movement of goods, capital and labour. However, there are two existing approaches when analysing transfer of property rights over agricultural land as a natural resource. The first one insists on full liberalisation of the transfer of ownership rights in this area, while the second approach assumes limiting or imposing certain restrictions through national legislation on the free transfer of property rights over agricultural land as a limited national resource and national wealth. Experiences of applying these two approaches within EU member states differ from full liberalisation to significant restrictions on the freedom of agricultural land ownership transfer. In the process of accession negotiations with the EU and in line with a proclaimed interest to join the World Trade Organisation, Serbia has to deal with the issues of liberalisation of trade of agricultural products as well as other national resources including agricultural land. Since the EU regulations do not have any specific requirement in terms of the adoption of a completely liberal approach, it is up to Serbia to decide which model is the most appropriate, considering its own interests. The article defines and discusses arguments which strongly speak in favour of imposing limitations to the full liberalisation of the transfer of property rights over agricultural land as a natural resource in Serbia.

The purpose of the research is to identify the level of Government support to farmers’ income in the Republic of Serbia. This support is based on market measures and budgetary transfers directed towards producers. As budgetary transfers are defined in the agricultural policy, by applying the producer support estimate (PSE) methodology, it is indirectly evaluated whether agricultural policies have a positive or negative impact on farmers’ income and their economic status and the economic sustainability of farms. Producers of more significant agricultural commodities covered by the analysis in the period between 2012 and 2016 did not get any significant support from the state. Namely, most of the analyzed commodities had negative values of single commodity transfer (SCT) indicators, which means that agricultural producers received more taxes than incentives. In addition to the modest budgetary transfers, variations in their forms further negatively affect producers’ income. Low share of budgetary transfers in the support structure to farmers leads to the conclusion that the support to farmers’ income through higher prices on the domestic market is paid by consumers.

This article discusses the results of implementation of the republican budget in the context of agricultural financing. The allocation of the necessary budget funds for the realization of the measures, which were taken into account by the State Program for the Development of the Agro-Industrial Complex of the Republic of Kazakhstan for 2017-2021, has been considered. The areas of financing and the level of utilization of budget funds in the framework of the program tasks for 2017 have been studied in detail. The results of using these funds in raising the level of food safety in the country have been assessed. Some problems in the development of the provision of domestic food products, in particular, dairy products, have been identified, and suggestions for their solution have been made.
