Current research on public administration has generally concluded that collaborative governance is a critical factor in solving the contemporary crisis. Collaborative governance has been suggested as a mechanism that brings state and private stakeholders together in policymaking. Through a case study in the Jambi Province, we find that the collaboration between local governments and society has been effective to solve the crisis because they may share understanding to prioritise the Covid-19 pandemic as a common problem. At the same time, the religious tension also had a positive impact on the collaboration. However, the collaboration performance has followed several challenges such as incompatible procedures, inequality for the same access between individuals, and intervention by local elites.

The Covid-19 pandemic has had major implications for government administration. Policymakers set policies for handling Covid-19 as a priority agenda at this time. However, these measures have reduced other problems such as stunting which still requires government attention. This article explores policy management of stunting by the local government amid the Covid-19 pandemic with the West Sumatra province case. The findings in the field, show that the implementation of stunting prevention policies is not easy considering the powerlessness caused by budget refocusing and overlapping authorities between institutions. Meanwhile, the meaninglessness is indicated by the low level of public support for the handling of stunting. This is exacerbated by a bureaucratic culture that is slow to implement policies, including in managing stunting-related programs during the Covid-19 crisis. So that there is alienation or what we call as alienation in the bureaucracy in implementing stunting prevention policies. In the end, the management of stunting policies during the Covid-19 pandemic should receive strong support from all involved parties.

For several decades, the problem of forest fires has been recurring almost every year in Siak regency, Riau Province. This phenomenon affected a huge portion of damage for public. However, the previous policy has been failed to solve the forest fires problem. However, some local government has attempting to address the problem of forest fires with policy innovation. This article focuses on innovation by the Siak local government through ecological transfer policy. Although the idea of ecological transfer policy is not new, there are few Indonesian local governments has initiate in the policy. Siak is one step ahead to initiate the ecological transfer policy during Siak Hijau vision. This article analyses the success story of Siak in formulating the ecological transfer policy in local budget. Through a qualitative research method, we found that the ecological transfer policy can occur due to combination of local elite support and advocacy of civil society organizations. Both actors played an active role in the ecological transfer policy. However, the women tended to be alienated in the formulation of the ecological transfer policy due to cultural and political barriers.
