With an increase in the use of eco-friendly vehicles such as hybrid, electric, and hydrogen vehicles in response to the global climate crisis, accidents related to these vehicles have also increased. Numerical analysis was performed to optimize the safety of first responders responding to hydrogen vehicle accidents wherein hydrogen jet flames occur. The influence range of the jet flame generated through a 1.8-mm-diameter nozzle was analyzed based on five discharge angles (90, 75, 60, 45, and 30°) between the road surface and the downward vertical. As the discharge angle decreases toward the road surface, the risk area that could cause damage moves from the center of the vehicle to the rear; at a discharge angle of 90°, the range above 9.5 kW/m2 was 1.59 m and 4.09 m to the front and rear of the vehicle, respectively. However, at a discharge angle of 30°, it was not generated at the front but was 10.39 m to the rear. In response to a hydrogen vehicle accident, first responders should perform rescue activities approaching from a diagonal direction to the vehicle front to minimize injury risk. This study can be used in future hydrogen vehicle design to develop the response strategy of the first responders.

As the number of hydrogen refueling stations has increased rapidly in recent times, evaluating their incident training programs for first responders, has gained importance. In this study, the Delphi method was used for investigating the training programs, and the importance of the consensus programs was analyzed using the analytical hierarchy process (AHP). Location and operating methods of the emergency shutdown devices, safety distance, and response procedures depending on the hydrogen refueling station and hydrogen vehicle, were deduced. The results reveal that the training regarding emergency shutdown devices is the most important, followed by the one regarding safety distance. Quantitative analysis with regard to the training programs for hydrogen refueling stations can improve the response capability of first responders.

The hydrogen tank of a hydrogen vehicle is equipped with a thermally activated pressure-relief device, which releases hydrogen gas to prevent explosion above a certain temperature, thus avoiding jet flames. This study analyzed the risk of sudden jet-flame generation during response activities following hydrogen-vehicle accidents through numerical analysis. During the jet flame, heat fluxes of over 9.5 kW/m2, which can cause second-degree burns to the driver’s seat and approximately 5 m behind the vehicle, were observed, and a zone of over 37.5 kW/m2, which can cause catastrophic damage, was formed at the immediate area, including the lower part of the vehicle. At a distance of 0.5 m from the driver’s seat, a high heat flux of approximately 80 kW/m2, which is similar to the test standard for the thermal-protection performance of fire-fighting clothing, was formed. Further analysis indicated that both rescue victims and first responders are at risk if jet flames are generated during rescue activities. The results of this analysis can be used to develop a safe accident-response strategy for hydrogen vehicles.
