IntroductionIn Portugal, COVID-19 laboratory notifications, clinical notifications (CNs), and epidemiological investigation questionnaires (EI) were electronically submitted by laboratories, clinicians, and public health professionals, respectively, to the Portuguese National Epidemiological Surveillance System (SINAVE), as mandated by law. We described CN and EI completeness in SINAVE to inform pandemic surveillance efforts.MethodsWe calculated the proportion of COVID-19 laboratory-notified cases without CN nor EI, and without EI by region and age group, in each month, from March 2020 to July 2021. We tested the correlation between those proportions and monthly case counts in two epidemic periods and used Poisson regression to identify factors associated with the outcomes.ResultsThe analysis included 909,720 laboratory-notified cases. After October 2020, an increase in the number of COVID-19 cases was associated with a decrease in the submissions of CN and EI. By July 2021, 68.57% of cases had no associated CN nor EI, and 96.26% had no EI. Until January 2021, there was a positive correlation between monthly case counts and the monthly proportion of cases without CN nor EI and without EI, but not afterward. Cases aged 75 years or older had a lower proportion without CN nor EI (aRR: 0.842 CI95% 0.839–0.845). When compared to the Norte region, cases from Alentejo, Algarve, and Madeira had a lower probability of having no EI (aRR;0.659 CI 95%0.654–0.664; aRR 0.705 CI 95% 0.7–0.711; and aRR 0.363 CI 95% 0.354–0.373, respectively).DiscussionAfter January 2021, CN and EI were submitted in a small proportion of laboratory-confirmed cases, varying by age and region. Facing the large number of COVID-19 cases, public health services may have adopted other registry strategies including new surveillance and management tools to respond to operational needs. This may have contributed to the abandonment of official CN and EI submission. Useful knowledge on the context of infection, symptom profile, and other knowledge gaps was no longer adequately supported by SINAVE. Regular evaluation of pandemic surveillance systems' completeness is necessary to inform surveillance improvements and procedures considering dynamic objectives, usefulness, acceptability, and simplicity.

Background: Rapid case detection of suspected COVID-19 cases and reporting to designated public health authorities for investigation and other public health actions are crucial in containing and ending the COVID-19 outbreak in Nigeria. In this study, we assessed the reporting practices of healthcare workers regarding COVID-19 cases through the Integrated Disease Surveillance Response (IDSR) structure and the predictive factors in the Southwest state of Nigeria. Methods: A cross-sectional study design was employed in recruiting one hundred and seventeen participants for the study in two Local Government Areas of Ondo State, Southwest Nigeria. Data were collected through interviewers' administered questionnaires to the respondents, capturing their socio-demographic characteristics, knowledge of COVID-19 surveillance, and Reporting practices of COVID-19 case reporting through the IDSR structure. The data were collected between May and June 2022 and then scrutinized for completeness and analysis using IBM SPSS version 23.0 statistical software. The 95% Confidence Interval (CI) and the computed p-value were used to determine the relationship between the dependent and independent variables. Hence, the p-value of <0.05 was considered statistically significant. Results: We assessed 117 healthcare workers who consented to participate in the study. Seventy-one (60.7%) of the respondents were from Akure South LGA while 39.3% were recruited from Owo LGA. The mean age ± standard deviation of respondents was 38.27±10.38 years with about onequarter (39; 33.3%) of the respondents within the age group 30-39 years. Also, about half of the respondents were nurses/ Midwives in addition to community health workers who represent 35.0% of the respondents. More than half of the respondents worked in tertiary (58; 49.6%) and primary health facilities (49; 41.9%). Two-thirds, 74 (63.2%) of the respondents had good and 43 (36.8%) had a fair/poor knowledge of COVID-19 case reporting while 51 (43.6%) of the respondents have good practices of reporting COVID-19. Having a good knowledge of COVID-19 surveillance and case reporting (AOR=2.61, 95% CI=1.070-6.371) and having attended COVID-19 surveillance training (AOR=2.87, 95% CI=1.093-7.241) were significant predictive factors to good COVID-19 case reporting practices among health care professionals. Conclusion: Our study found poor reporting practices of COVID-19 cases by a healthcare professional to public health authorities. Hence, we recommend regular training of healthcare professionals on COVID-19 case reporting through the IDSR strategy to enhance their knowledge of disease reporting and in addition, adequate provision of designated IDSR reporting tools to further improve the reporting practices of COVID-19 cases and other IDSR priority diseases among health care professionals.

Ghana implemented various mitigating policies in response to the COVID-19 outbreak. This study examined the effectiveness of these policies to contribute to the ongoing discussions on proactive and pre-emptive interventions for similar future outbreaks. A mix of qualitative and quantitative methods were used for the analysis. Data were drawn from multiple sources, including peer-reviewed and grey literature, and academic experts from Ghanaian universities. The data from the literature informed a questionnaire that was sent to independent academic experts to explore their opinions on whether the policies met their intended objectives. The experts’ opinions were collected on a 5-point Likert scale and from an open-ended question using an online data collection platform, Qualtrics. The data were evaluated using narrative synthesis, descriptive statistics and thematic analysis. We identified and evaluated eight key COVID-19 policy responses in Ghana: (1) partial lockdown of epicentres; (2) COVID-19 public awareness campaigns; (3) ban on public gatherings; (4) COVID-19 vaccination; (5) border closures; (6) entry border COVID-19 screening; (7) incentives for healthcare workers (HCWs); and (8) the Ghana Alleviation and Revitalisation of Enterprises Support (GCARES). Two policies - the COVID-19 awareness campaigns and border closure - effectively improved public awareness of COVID-19 and helped to reduce COVID-19 case importation (median score ≥4). Ghana’s COVID-19 public awareness campaigns and border closure policies could serve as a valuable model for informing proactive interventions to address future infectious disease outbreaks.
