In this paper, the brain drain of Information Technology (IT) graduates from Türkiye is examined on the basis of graduation departments by ISCED classification, country and gender. The register data sets belonging to a total of 63,787 IT graduates were obtained from the Ministry of Interior, the Council of Higher Education and the Directorate-General of Population and Citizenship Affairs. The brain drain ratio of Turkish IT graduates was determined as %11.4 through the data of 7,284 non-return IT graduates in the year 2020. To our knowledge, this paper is the first register evidence-based study that sheds light on the brain drain of IT graduates from Türkiye.

Globalisation of labour has led to the migration of skilled workforce; known as ‘brain drain’. To our knowledge, this paper is the first study which analyses brain drain from Türkiye through register evidence of non-return bachelors’ degree graduates. The results indicate that brain drain rate of bachelor’s degree graduates is 3.23 per cent in the year 2020. The rate is calculated through considering 55,918 non-return graduates out of total number of 1,730,955 graduates. The most popular destinations to brain drain from Türkiye are the United States of America with 22.4 per cent, Germany with 14.3 per cent and the United Kingdom with 11.6 per cent. When considering the field of study according to ISCED-F classification, 12.5 per cent of Turkish graduates abroad have electronics and automation education, which is followed by teacher training with subject specialisation with 8.2 per cent, and management and administration 7.5 per cent. When it comes to gender distribution, brain drain rate of males is 3.62 per cent and it is 2.84 per cent for females. Administrative registers, used in this paper is based on the statements of Turkish bachelor’s degree graduates reside abroad. Therefore, the actual number may even be higher than the figures here.
