China’s government has always attached great importance to protecting women and children’s rights and has made a consistent effort to promote their all-round health. The on-going medical reforms in the country have resulted in a falling birth rate and rising demand for increasingly diversified, multi-level healthcare services. Maternal and child health (MCH) institutions have had to implement more extensive changes and deal with greater challenges in order to survive and develop. MCH organizations thus need to find ways to improve their competitiveness. This study integrates qualitative and quantitative business analytics methods by conducting empirical research using varied techniques, namely the Delphi method and analytic hierarchy process (AHP). A panel of experts were consulted in three rounds of surveys, and the results were processed with AHP in order to develop an evaluation indicator model of MCH institutions’ competitive advantages. Ten hospitals were selected to verify the model’s applicability. Sensitivity analysis confirmed that the model has good stability. The proposed model highlights that human resources have the greatest weight as a determinant of competitive advantage. The findings, therefore, concentrate on people as the core resource, suggesting that MCH institutions can acquire and maintain competitive advantages based on three dimensions: department leader development, improved scientific research capacity, and a more flexible hospital culture.

Time series cross-validation is a technique to select forecasting models. Despite the sophistication of cross-validation over single test/training splits, traditional and independent metrics, such as Mean Absolute Error (MAE) and Root Mean Square Error (RMSE), are commonly used to assess the model’s accuracy. However, what if decision-makers have different models fitting expectations to each moment of a time series? What if the precision of the forecasted values is also important? This is the case of predicting COVID-19 in Amapá, a Brazilian state in the Amazon rainforest. Due to the lack of hospital capacities, a model that promptly and precisely responds to notable ups and downs in the number of cases may be more desired than average models that only have good performances in more frequent and calm circumstances. In line with this, this paper proposes a hybridization of the Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) and fuzzy sets to create a similarity metric, the closeness coefficient (CC), that enables relative comparisons of forecasting models under heterogeneous fitting expectations and also considers volatility in the predictions. We present a case study using three parametric and three machine learning models commonly used to forecast COVID-19 numbers. The results indicate that the introduced fuzzy similarity metric is a more informative performance assessment metric, especially when using time series cross-validation.

In this paper, we propose a multi-criteria decision making (MCDM) model by integrating the entropy–DEMATEL with TOPSIS model to analyze the causal relationship of financial ratios towards the financial performance of the companies. The proposed model is illustrated using the financial data of the companies of Dow Jones Industrial Average (DJIA). The financial network analysis using entropy–DEMATEL shows that the financial ratios such as debt to equity ratio (DER) and return on equity (ROE) are classified into the cause criteria group, whereas current ratio (CR), earnings per share (EPS), return on asset (ROA) and debt to assets ratio (DAR) are categorized into the effect criteria group. The top three most influential financial ratios are ROE, CR and DER. The significance of this paper is to determine the causal relationship of financial network towards the financial performance of the companies with the proposed entropy–DEMATEL–TOPSIS model. The ranking identification of the companies in this study is beneficial to the investors to select the companies with good performance in portfolio investment. The proposed model has been applied and validated in the portfolio investment using a mean-variance model based on the selection of companies with good performance. The results show that the proposed model is able to generate higher mean return than the benchmark DJIA index at minimum risk. However, short sale is not allowed for the applicability of the proposed model in portfolio investment.
