Abstract: Es claro que para el buen desarrollo de las políticas públicas, es necesario un buen manejo de los recursos oficiales y mantener un presupuesto equilibrado que de lugar a tener una mejor focalización del gasto público social, al mismo tiempo que se provee un mayor grado de flexibilidad en la aplicación de políticas de gobierno en beneficio de la comunidad.
