Penelitian ini mencoba mengeksplorasi peran Perwakilan Badan Wakaf Indonesia Kota Salatiga dalam mengembangkan perwakafan di Kota Salatiga guna meningkatkan kesejahteraan sosial. Pokok permasalahan penelitian ini adalah apakah sudah optimal pengembangan wakaf di Kota Salatiga. Penelitian ini bertujuan untuk mengetahui bagaimana optimalisasi pendayagunaan wakaf di Kota Salatiga dan apakah pendayagunaan wakaf produktif dalam meningkatkan kesejahteraan sosial di Kota Salatiga sudah optimal. Jenis metode penelitian yang digunakan adalah penelitian deskriptif kualitatif. Jenis sumber data yang digunakan yaitu data primer dan data sekunder. Adapun metode pengumpulan data yang digunakan adalah observasi, wawancara, dan survei kepustakaan serta dokumentasi. Analisis yang digunakan peneliti adalah berupa analisis deduktif, yaitu menganalisis dari hasil data di lapangan yang bersifat umum, kemudian diolah untuk mendapatkan kesimpulan yang khusus. Hasil penelitian ini menunjukkan bahwa pendayagunaan wakaf untuk kesejahteraan sosial di Kota Salatiga sudah berjalan dengan baik namun untuk wakaf produktif belum dapat dikatakan optimal, dengan bukti bahwa Perwakilan Badan Wakaf Indonesia Kota Salatiga yang bekerjasama dengan Kantor Kementerian Agama Kota Salatiga (Penyelenggara Zakat Wakaf) melakukan upaya-upaya dalam mewujudkannya, adapun upaya-upayanya adalah sebagai berikut : Pendataan Harta Benda Wakaf melalui Siwak (Sistem Informasi Wakaf), memberikan sertifikat tanah wakaf dengan segera, melakukan dukungan advokasi terhadap tanah-tanah wakaf yang masih sengketa, mengadakan pengawasan secara maksimal terhadap pelaksanaan pengelolaan harta benda wakaf, mendorong masyarakat secara luas agar lebih peduli terhadap pentingnya harta wakaf di kehidupan sosial kemasyarakatan. Selain dari aplikasi pendayagunaan wakaf, Perwakilan BWI Kota Salatiga juga mengadakan pembinaan wakaf berupa pembenahan kemampuan Sumber Daya Manusia yang menduduki dalam lembaga-lembaga kenadziran, semua hal itu dalam rangka mengimplementasikan Undang-undang No. 41 Tahun 2004 tentang wakaf. Adapun wakaf produktif belum dilaksanakan secara khusus untuk menghasilkan sumber daya ekonomi demi kesejahteraan sosial masyarakat Kota Salatiga. Bibliometric Analysis of Cash Waqf

This article presents a bibliometric analysis on cash waqf which have been analysed using the VOSviewer 1.6.18 to evaluate the global research trends, specifically the publication growth, publication outputs by countries, topics of interest, and co-occurrences of author keywords. Approximately 111 articles published between 1979 to 2022 were retrieved from the Scopus database. The findings have shown a growing trend in terms of publication outputs. Most of the publications were by the researchers from Malaysia followed by Indonesia and Turkey. The keyword ‘cash waqf’ has the highest occurrence in the publications followed by ‘waqf.’ A closer look at the co-occurrences of author keywords revealed that ‘cash waqf’ has 24 links. It can be concluded that the results from the analysis could be used by future researchers to explore under research areas related to workplace cash waqf.

Currently, many campuses have implemented operational fund management through waqf, including the Al-Azhar Egypt campus, Unida Gontor, UII Yogyakarta, and Darunnajah waqf. However, on the other hand, there are still many aspects of management as well as data and management that have not been digitized and published in general. so that this becomes a problem of waqf accountability itself. The purpose of this study is to clearly know the pattern of cash waqf management at the Unida Gontor and MUI campuses and be able to implement this model on all campuses. The methodology of this research is descriptive qualitative with an ANP analysis tool. The results show there are 3 problems in this cash waqf model. Among other things, the HR factor with a rather agreement value of 2%, universities with a rather agreement value of 12% and the operational value of rather agreement at 1%, and the strategy, namely the synergy between BWI and universities, using local wisdom and being used as waqf as a lifestyle with the rather agreement value by 16%.
