The massive transmission of Covid-19 has spread in various regions, causing negative trends in various aspects of life. Bogor, West Java, which recorded 1,484 cases is one of the areas that has high Covid-19 transmission rate. In addition, the Bogor City Government as a stakeholder has a large responsibility for overcoming a crisis in the midst of uncertain situation. This study aims to analyze the development of the Covid-19 crisis communication message in the Bogor city government. This research method uses a qualitative descriptive approach. The data collection is conducted through interviews, observation and documentation through photos and videos of the COVID-19 Task Force, government regulations and other sources. Based on the crisis emergency risk communication (CERC) model used by the researcher, the results show that the crisis communication process carried out by the Bogor City Government affects five phases, including: Pre-crisis, initial occurrence, maintenance, resolution, and evaluation, each of which has its own application and different handling such as in the pre-crisis phase, the Bogor City Government presented a crisis message and formed a crisis team as part of preparation to deal with a crisis, the period of initial events, information in terms of meeting the public’s needs for accurate, timely, credible, and consistent information. Then the stage of maintaining the form of communication is more tangible in the form of action, while the stage of creating new efforts to deal with new risks and the final evaluation, assessing the programs that have been run to get new innovations.

Thursday, May 14th, 2020, the public was shocked by the occurrences of violations of health protocol during the pandemic Covid-19 at Soekarno-Hatta Airport. At that time, the government was relaxing the Large-Scale Social Restrictions (PSBB) by re-activating public transportation modes. Reports in the mass media and social media cornered PT. Angkasa Pura II, the airport administrator, is a party that is negligent in managing flight schedules and rules for maintaining distance at the airport. This research objective was to identify the crisis response strategy carried out by PT Angkasa Pura II to overcome the negative news resulting from the incident of health protocol violations at Soekarno-Hatta Airport. The study discusses crisis response strategies derived from Situational Crisis Communication Theory (SCCT). This research method is qualitative. Research data was obtained through interviews, observation, and literature study. The results of this research, AP II crisis response strategies were, (1) rebuilding, the rebuilding response strategy AP II was conducted with an apology. (2) Take corrective actions, AP II made some physical improvements, increasing field staff and warning signs for applicating health protocols in public spaces. And (3) diminishment, the diminishment response strategy AP II was conducted by submitting excuses and justifications. AP II attempts crisis framing by disseminating information about the company's efforts and commitments that are disseminated through the company's website and social media. This step aims to make the public aware of the company's positive efforts to deal with the crisis and the public also understands that AP II has no intention of committing violations.

Background: Statistics Indonesia (BPS) is one of the government agencies that always engage with the community through, for example, censuses, surveys, and dissemination of statistical data. For that reason, the role of Public Relations at BPS is certainly needed. However, the organizational structure of Public Relations does not exist at BPS provincial and regency/city levels. The role of Public Relations at BPS provincial and regency/city levels is carried out by employees that are appointed based on policies through Public Relations Decree. Purpose: This study aims to examine public speaking skills possessed by the public relations staff of BPS Province and Regency/City of West Java. Methods: This study employed a descriptive quantitative approach. The sample used was a saturated sample of 79 people who were appointed as Public Relations of BPS Province and Regency/City of West Java in 2022. Results: The results showed that as many as 97.46 percent of Public Relations of BPS Province and Regency/City of West Java did not earn a degree from public relations background and only 37.97 percent had attended a Public Relations training. However, the public speaking skills of public relations staff of BPS Province and Regency/City of West Java were reported as “Good” category, both in general and in terms of gender, age, and education. Conclusion: This “Good” category result is argued to be caused by habituation to public speaking activities through meetings, committee activities, and training instructors. Implications: BPS Province and Regency/City of West Java should hold training activities, courses, and workshops on the topic of Public Relations routinely to improve the skills of Public Relations.
