This study aims to determine the extent of the state's role through PKH in improving the welfare of the people in the Mata Oleo subdistrict, Bombana district. This study used a qualitative method using a purposive sampling technique, the data sources in this study were primary data in the form of interviews and observations and secondary data in the form of journals, books, and other materials related to this research. The role of the state through PKH in improving the welfare of the community, especially the people of the Mata Oleo district, Bombana district has been concretely actualized through 3 (three) component categories including the Education category which seeks to prosper the poor through Elementary School (SD) to High School (SMA) Education. with the hope that in the future people who receive this education can increase the welfare of their families and the environment through the knowledge they gain at school, then the state will provide increased welfare to the Mata Oleo sub-district community through social welfare assistance to people with disabilities as a form of ensuring that all Indonesian citizens are equal before the law, government and social life in general as well as the state seeks to provide protection for pregnant women as a measure to reduce the high rate of maternal mortality and to ensure the long-term survival of mothers and their children so as to improve the quality of the human growth index in the future.

Abstract. This study was conducted to investigate how students with special needs in a private school learn an English subject as a foreign language and to explore the English teaching strategies that are utilized by teachers at the secondary level. This study collected quantitative data from 3 teachers at Panjura Private School, Malang. This study used a case study in which the data collected from the interview guide and classroom observation checklist as the instruments to know the technique, challenges, and how the teachers solve the problem that comes from the challenges. The findings revealed that the primary challenges faced by teachers in inclusive classrooms are related to instructional strategies and media. Moreover, this study stands out for its focus on English language education for students with special needs in public schools, addressing a gap in previous research. It provides new insights into inclusive educational practices in a broader context, emphasizing the importance of understanding diverse classroom dynamics and meeting the needs of students with special needs in a general educational environment. This study examines the learning strategies of Special Assistance Teachers (GPK) for students with slow learner barriers of inclusive elementary school age. A qualitative case study approach is used to answer research questions. Sumbersari 1 public elementary school in Malang City was chosen as the research location for two main reasons, namely as the official inclusion primary school for the education office and at the same time as the oldest inclusive primary school and as a reference in Malang City. Six students with slow learner barriers and one special accompanying teacher became research participants for three months. The results showed that the learning strategies used were visual media, drill methods, remedial, teaching everyday life, and approaching slow-learning children with special needs through intense communication. The inhibiting factors of this strategy are learning that requires high reasoning, making slow learners with special needs often feel difficult, low self-confidence, insufficient number of GPK, and less cooperative parents. The supporting factors for this strategy are adequate facilities, appropriate methods, and smooth communication between slow learners, special assistance teachers, and children with special needs.
