Persons with disabilities are a group that often gets discriminated against in various rights. One of them is the right to get a job. The role of the government is very much needed by people with disabilities so that the rights of people with disabilities can be fulfilled. The size of the government's role will greatly affect the extent to which the rights of persons with disabilities can be fulfilled. Therefore, this study analyzes the role of the government in providing fulfillment of work rights for Persons with Disabilities in Yogyakarta City and Denpasar City. The method used in this study is a qualitative research method. This study describes the problem of fulfilling the employment rights of persons with disabilities with different loci, namely in Yogyakarta and Denpasar. Based on the results of the analysis of the government's role, the activities carried out by both the Denpasar City Government and the Yogyakarta City Government are almost the same, namely providing training to people with disabilities, outreach to job providers and connecting people with disabilities with job providers which are still done manually. Recommendations for the government to provide more training to persons with disabilities in accordance with the current needs of persons with disabilities.

Adanya label disabilitas yang melekat pada penyandang disabilitas membuat penyandang disabilitas sulit mendapatkan pekerjaan. Padahal, sesuai dengan hak asasi manusia, penyandang disabilitas harus memiliki hak yang sama dengan masyarakat umum dalam memperoleh pekerjaan. Ditambah dengan adanya payung hukum dalam perlindungan dan pemenuhan hak penyandang disabilitas di Bali yaitu Peraturan Daerah Nomor 9 Tahun 2015 tentang Perlindungan dan Pemenuhan Hak Penyandang Disabilitas yang dapat menjadi dasar pemenuhannya. hak-hak penyandang disabilitas di Bali. Termasuk di dalamnya pemenuhan hak kerja bagi penyandang disabilitas. Metode yang digunakan adalah metode kualitatif. Data primer diperoleh dengan observasi langsung dan wawancara lapangan dengan informan. Sedangkan data sekunder diperoleh dari laporan terkait penyandang disabilitas dalam mengakses pekerjaan. Hasil penelitian menunjukkan bahwa peran pemerintah dalam fungsi pemberdayaan masih lemah. Hal ini terlihat dari kegiatan pelatihan yang diadakan oleh Dinas Sosial Kota Denpasar dan Dinas Tenaga Kerja Kota Denpasar. Pelatihan yang diberikan bervariasi, namun karena keterbatasan anggaran, tampaknya pelatihan yang diberikan jarang dan kurang berkembang bagi sebagian penyandang disabilitas. Selain itu, minimnya pendataan menyebabkan pemerintah cenderung hanya mengundang organisasi disabilitas. Sehingga penyandang disabilitas di luar organisasi kurang mengetahui informasi terkait pelatihan yang diberikan oleh pemerintah. Penelitian ini merekomendasikan agar Dinas Sosial Kota Denpasar dan Disnaker Kota Denpasar meningkatkan sosialisasi agar pemberi kerja lebih peka terhadap hak-hak penyandang disabilitas yang seharusnya sama dengan masyarakat lain pada umumnya.

Badung Regency is more dominated by beach tourism. More than ten famous beaches in Bali are in Badung Regency. These beaches are only located in a few districts in Badung Regency. Inequality between sub-districts also occurs between areas that have tourism potential such as beaches and areas that have other tourism potential such as waterfalls or other tourism. This will create new problems for Badung Regency in the future. In fact, sub-districts that do not have coastal tourism potential have challenges as well as opportunities to develop. One of them is Petang District, Pelaga Village. This village does not have beach tourism but has other natural potentials that can be used as an attraction for tourists to come and visit Pelaga Village. These potential differences must be implemented which can then be used as opportunities for Pelaga Village. The purpose of this research is to produce a strategy to develop Pelaga Village as a tourism destination. This research is a qualitative research with a descriptive approach. Data obtained from primary data and secondary data. The data is then processed using data triangulation techniques to reduce the researcher's subjectivity and is also analyzed using SWOT analysis to produce a development strategy. In this study, it was found that Pelaga Village has a lot of potential for agro-tourism and can be developed such as asparagus and some hydroponic plants. . Not only that, the community's high interest in developing agro-tourism also supports the development of Pelaga Village. After assessing the potential that is owned by the opportunity, the threat from Pelaga Village came up with several development strategies for Pelaga Village, namely to further activate the community, especially farmer groups in developing their agro products. increasing the existence of the Agricultural Culture Festival in Pelaga Village, refining the missing destination components such as the availability of restaurants and inns, creating an organization that can bring together various farmer groups in Pelaga Village, in relation to the community in developing and managing the potentials of Pelaga Village.

This minority of disability affects the fulfillment of the needs and rights of persons with disability by the Government. The needs of persons with disability are often not seen by the Government. Whereas persons with disability have the right to fulfillment and equal rights with society in General. In the city of Denpasar, which is the administrative center of the region of Bali himself was, the needs of persons with disability is not fulfilled to the maximum. The needs of persons with disability rights up to government level is inseparable from the existence of non-governmental organizations (NGOs). NGO nongovernmental institution has great influence in a decision public. Nongovernmental organizations (NGOs) Concerned with Disability can help so that the needs and rights of persons with disability have their right in Government policy through the stages of the public policy advocacy. By using qualitative research methods, the conclusion that Care Disability NGOs have been able to be part of the policy advocacy disability. It's just a policy that successfully produced the present province of new haven't touched the scope of Denpasar.

Persons with disabilities experience difficulties in finding work. The low level of work participation of these category of persons in the formal sector is certainly due to various factors, such as the lack of means or media. Partners in this program are the Office of Manpower and Energy, Mineral Resources of Bali Province and their role is not yet maximized in providing avenues for persons with disabilities to get across to employment providers. Therefore, the purpose of this program is to protect their rights to obtain employment and other social rights. The result of this community services is the existence of a lokerbilitas website and other social media that connects people with disabilities and employment providers as a solution to solving problems experienced by partners. This website is designed toconnect employment providers in need of workers with disabilities in Bali, especially in Denpasar City.
