“…Ocean Science and Coastal Engineering Utilization of coastal and marine resources, which summarized as human activities in the coastal zone (5), that are not optimal and tend to cause the degradation of the environment is one of thebasic reasons for considering to plan (1, 2) and manage the coastal and marine areas as an integral part of spatial planning on land, so that it becomes a necessity to use and combine the Law 27/2007 jo 01/2014 (as a basic regulatory arrangements coastal management and small islands) mandates every local government has a strategic plan, a zoning plan, management plan, and action plan in the coastal region (15) by Law 26/2007, which requires that each region has a regional plan (mainland) both at the provincial level, regency (general plan), down to the district level or lower (detailed plans and engineering plans or RTBL). The linkage arrangements between spaces (landocean/coastal) based on these two laws ( 15) is a) need to integrate planning land space with sea space (20), b) the need to consider the mandate of the Law 26/2007 that each local government need draw up a detailed plan on strategic regional plan (including in education and environmental (9, 20)) ( 22), economy and rural (5,16), etc), a plan of the island and island regions (Article 14 paragraph 3 of Law 26/2007), hereinafter described in the zoning regulations as a part of the control aspects of space utilization, especially at the level of regency (article 14 paragraph 6 of the Law 26/2007), c) the coastal area is an area that is functionally not limited by administrative regions, so the management should pay attention to aspects of cooperation between local (district/city and provincial) (Article 8, 10, 11, paragraph 1 of Law 26/2007).…”
