Are Brazilian cities ready to develop an efficient urban freight mobility plan?

Abstract: According to the Urban Mobility National Policy (UMNP), Brazilian cities with more than 20,000 inhabitants are obligated to elaborate Urban Mobility Plans (UMPs). The literature shows a lack of national research on urban freight planning and a need for better understanding issues on cargo transportation for authorities, especially regarding decision-making on policies and on urban freight transportation planning. City Logistics solutions can be considered on UMPs to reduce the problematic urban freight transpo… Show more

“…Urban mobility plans are mandatory for cities with more than 20,000 inhabitants in Brazil. However, some cities include cargo mobility in these plans [26]. In general, the freight vehicle restriction is the main freight policy proposed by local authorities [26], ranked 11th in our analysis, in contrast to retailers' perceptions on the freight vehicle restriction [10], i.e., some agree and some disagree about the efficacy of this freight policy.…”

“…Those issues are even more relevant for logistics operators and retailers located in regions of higher demand [6]. Usually, restrictive measures are implemented by the government to limit the circulation of freight vehicles in some areas of the cities [7], either due to a lack of awareness or even negligence from public managers [8]. Hence, the scarcity of urban and transportation planning has negative impacts on access to goods in urban areas, and on the citizens' quality of life.…”
