A qualidade de um EIA pode ser descrita pela sua completude. A verificação da qualidade dos estudos ambientais é realizada pelo órgão federal de licenciamento ambiental, iniciada na etapa de check list. Os estudos podem ser rejeitados e devolvidos para complementações, constituindo um fator agravante que pode ocasionar atrasos na análise dos processos de licenciamento. O objetivo deste estudo foi: 1) sistematizar o tempo de duração da etapa de check list; e 2) examinar as principais falhas dos estudos apontadas na etapa de check list do EIA de estruturas rodoviárias. Quatro processos de licenciamento prévio de rodovias foram selecionados e analisados por meio de análise documental com apoio da análise de conteúdo. Os resultados indicaram que a etapa de check list é marcada por constantes devoluções dos estudos para complementações e leva cento e quarenta e seis dias para ser concluída, portanto, não é efetiva. Foram identificados cento e vinte e nove itens faltantes, distribuídos por nove categorias responsáveis pelo fraco desempenho dos EIAs. Os principais problemas ocorrem no diagnóstico ambiental, seguidos pela identificação do empreendedor e empresas de consultoria, as medidas mitigadoras, compensatórias e programas ambientais e as alternativas tecnológicas e locacionais.

Aim: This study examines the implementation and effectiveness of the Environmental Impact Assessment (EIA) process in Indonesia. The research aims to assess the outcomes of the EIA process by analyzing selected case studies across various sectors and regions. It also identifies contextual factors influencing EIA implementation and proposes recommendations to improve its effectiveness. Methodology: The current study employed a literature review approach to assess the implementation and effectiveness of Environmental Impact Assessment (EIA) in Indonesian law. Findings: The findings indicate positive outcomes in terms of impact identification and implementation of mitigation measures. However, challenges remain in stakeholder engagement, monitoring and enforcement, and integrating EIA outcomes into decision-making processes. To address these issues, recommendations are made, including strengthening the legal framework, promoting meaningful stakeholder engagement, enhancing capacity and expertise, integrating EIA outcomes into decision-making, and improving monitoring and compliance mechanisms. The study concludes by highlighting the need to consider Indonesia's unique socio-political context and environmental challenges in improving the effectiveness of the EIA process. Implications/Novel Contribution: The current study provide insights into the challenges faced by Indonesia and propose contextually appropriate recommendations to enhance the effectiveness of the EIA process.

“…Thus, we call for a scientific consensus about the extension and vitality of the GARS based on replicable open-access data obtained through independent research. This requirement is essential considering that Environmental Impact Assessments in Brazil are often of poor quality, based on scattered data, financed by the same companies requesting environmental licenses and mostly flawed (Ruaro et al, 2021, Dias et al, 2022. A common ground among the different groups studying the GARS, as well as clear and sound evidence-based communications with the general public, are critical to foster confidence to all stakeholders interested in the conservation and sustainable uses of the GARS and adjacent coastal/marine habitats.…”
