This study seeks to find out and analyze tourism conditions, the development of Bletok beach tourism strategies in an effort to improve the economy of the surrounding community carried out by the Village Government, POKDARWIS, POKMAS, BUMDES, and the community. what supports and hinders the development of Bletok beach tourism in Bletok Village, Bungatan District, Situbondo Regency. However, the tourism sector still has several obstacles so that it is necessary to develop a tourism strategy by the village government on the economy of the surrounding community. To find out the strategy for developing Bletok beach tourism in an effort to improve the economy of the surrounding community, in this study, researchers used a qualitative research method, a case study type. Based on the results of the study that there are strategies carried out by the Village Head in the development of coastal tourism in an effort to improve the economy of the surrounding community, among others, the existence of infrastructure development, maintenance of facilities, and improvement of the community's economy. The COVID-19 pandemic that has occurred throughout the world, including in Indonesia, has had a very significant negative impact on the development of the global and the national tourism sector, this is a consequence of the implementation of travel restrictions in many countries, including in Indonesia, such as large-scale social restrictions policies that the aim is to suppress the spread of COVID-19 during this pandemic. One of the focuses of tourism development developed by the government is tourism villages, but the number of visits to this tourism village is also affected by the COVID-19 pandemic. This research was conducted in Cihanjuang Rahayu Tourism Village, Parongpong District, West Bandung Regency, West Java Province where this village has the potential for developing agro-tourism, culinary tourism, cultural arts and nature tourism. The purpose of this study was to find out how the impact of the covid-19 pandemic on the number of visits and its implications for the economic conditions of the local community. The research method used is a qualitative approach, with primary data collection techniques, namely through field observations and interviews, as well as strengthening secondary data in the form of secondary data analysis. The results of this study are expected to have a positive influence on the management of tourism village in Cihanjuang Rahayu, especially after the Covid-19 pandemic so that tourism activities can continue to be sustainable and provide benefits to the community, especially in efforts to improve the local community's economy. The tourism industry is one of sectors that can help improve the welfare of the community. One of them is the famous Historical Beach in Batu Bara Regency. Historical Beach has opportunity to be developed as marine tourism by involving the community. The purpose of this research is to formulate the concept of Community Based Tourism towards the development of Historical Beach tourism areas. Tourist attractions on the economic aspect, the more tourists who come to visit tourist attractions because of the attractiveness that offers it, income of the community will increase. Then tourist attractions on the socio-cultural aspects of the study area for local products or community handicrafts have not been implemented, thus hampering the income of the surrounding community or craft activists. Amenity to the economic aspect, managers who are assisted by the local government can improve services and facilities and innovation of tourism activities to attract tourists to visit beach attractions. Amenity to the socio-cultural aspect, culture owned by the community is the coastal Malay culture which has great potential as an attraction for tourists to come to tourist objects as well as develop regional economic growth.
