Gampong Meunasah Mesjid Punteut, Blang Mangat sub-district, is a gampong under construction for the service of the Lhokseumawe State Polytechnic, where the gampong has problems in making village fund accountability reports so that training is needed in preparing correct and targeted fund reports, the Gampong Meunasah apparatus of Punteut Mosque is very enthusiastic about participating in the training to compile this Gampong Fund report, so that the results of this service can help the gampong apparatus aforementioned. The results of this training are expected that the gampong apparatus can understand and also be able to detail and compile accountability reports in accordance with the rules, so as to minimize errors in analyzing estimates that are in accordance with the standard form of village fund reports.

One-of-a-kind efforts to make the losses state’s financial incurred by the State due to corrupt activities, is through the confiscation of the Defendant’s assets. Later it may subsequently be utilized for a form of monetary payment in lieu of State losses charged to the Defendant. On the grounds of payment of money in lieu of State losses, confiscation of the Defendant’s personal assets that had nothing to do with corruption was then carried out. The research’s main eligibility is to find out how significance proof is involved due to tribunal mechanism, as in the safetymeasureness of the defendant given right and assets as being regulated for evidences in the tipikor case. The researcher’s study applied juridical normative method employing statutory and conceptual pathways. Secondly, layered information was gathered from observation and papers, in order to ensure the quality. According to the researcher’s findings, the purpose of headlining deposition in tribunal is to support the proof of the litigant’s motion, incapable of assuring the sentence’s delivery. There is a guarantee and protection of property rights in the Indonesian constitutional written law 1945 (28H) par. (4). It demonstrates the litigant’s possession of their property being safeguarded by the state, which had unassociated an elicit act of graft as property sheltered from confiscation in the court process. Unlike the personal property of the litigant, if is employed in an unlawful conduct as graft itself, the belongings shall be seized within the tribunal proceedings. Objectives: The objectives of this research are to analyze the implementation of an effective supervisory model in the financial management of the village so that there is no corruption in the village's finances. And to analyze the evaluation of the effective financial supervision model of that village. Theoretical Framework: Agency theory is the grand theory in this study related to village financial management. The theory used for supervision is Accountability and Principal Agent Models, supported by the use of corruption detection theory and the government's Internal Control System. Method: Researchers chose qualitative descriptive research because its practice is not limited to collecting and classifying data; it also includes analyzing and interpreting the meaning of data. The types of data collected are primary data and secondary data. As from the primary in this study are the words and actions of the people being observed. Results and conclusion: Implementation of effective supervision models in the administration of the villages' finances requires a combination of strategies such as improved government audits, enhanced participation of the grassroots, increased transparency and accountability, improved supervision, the provision of guidance and training, and the use of technology. These strategies can help prevent financial corruption and ensure that village funds are used for the benefit of the public. Originality/value/novelty: The novelty of this research suggests that supervision does not stand alone, but must go hand in hand with the coaching process. supervision accompanied by proper coaching will create effective village financial management so as to reduce the occurrence of corruption in village financial management.
