Through the strategic use of health communication from their websites, government institutions can achieve greater promotion and prevent health issues for citizens, at whom such websites are aimed. Thus, the transparency of these sites is essential to favor issues such as participation, accountability, and good governance. In the present study, through content analysis, we examined how active transparency and communication in health is built through analyzing the information provided by the different administrative levels with competencies in this field (government, regions, and municipalities) from the following countries: Chile, Colombia, Ecuador, and Spain. The results were projected according to a double axis of analysis. On the one hand, we offer a description of the levels of management of this phenomenon (structural characteristics and available resources). On the other hand, we developed indices based on each of the countries to compare the typologies grouped in these Ibero-American countries. As a general conclusion, the results evinced insufficient transparency in common; however, the deficit was less in countries that had a public health system.

La transparencia gubernamental refuerza la relación entre la administración y la ciudadanía, previniendo corrupción y fomentando la participación. En Chile, la Ley de Transparencia (Ley N° 20.285) garantiza acceso a la información pública, con plazos definidos para respuesta estatal. La eficacia depende de cómo las instituciones gestionan las solicitudes. Este estudio examina el cumplimiento de la ley en Ñuble, considerando solicitudes de 2019 a 2022. La base de datos, obtenida vía solicitud de transparencia, muestra registros y tiempos de respuesta. Los resultados, en tablas anuales comparativas, reflejan la eficiencia por organismo y categoría. El análisis revela tendencias y áreas de mejora, proveyendo datos para optimizar prácticas en Ñuble.

The state of emergency at COVID-19 tests the capabilities of the world's governments, in contexts of increasing political conflict, where social needs and aspirations for justice and equity grow exponentially, all which impact on the structuring of a post-coronavirus order with uncertain characteristics. In this sense, through a documentary methodology and the analysis of official government management data, the objective of the article is to describe the meaning of transparency and governance policies implemented within the framework of the health crisis of the pandemic of the new coronavirus, from the perspective of the open government with special emphasis on the cases of Chile and Colombia. The main findings of the research emphasize that open data policy is a necessary condition for qualitatively increasing the levels of governance and transparency of public management in crisis management, all of which makes it possible to conclude that the open government model makes public information available to the citizen that positions him as a watchdog for government activities but, at the same time, the data, being timely and comprehensive, promote the creation of initiatives for collective benefit.
