In the present work for the first time, the unified procedure of design of the equation of state, composition and optical properties of plasma is under construction on the basis of efficient population of bound states in atomic hydrogen plasma. Importance of atom classical bound states, lying between free states and quantum bound states of an electron is emphasized. All electron bound states (classical and quantum) are taken into account both for calculation of thermodynamic functions and composition, and for calculation of optical plasma properties. For calculation of equation of state and plasma composition "basic chemical models" are used, which distinguishing feature is their full correspondence to "physical model" results within the limit of weakly non-ideality.
