Benchmarking Engineering, Procurement and Construction (EPC) Power Plant Projects by Means of Series Two-Stage DEA

Abstract: A lot of companies in the power sector use Engineering, Procurement, and Construction (EPC) contracts for complex infrastructure projects such as power plants. This paper presents a series two-stage data envelopment analysis (DEA) approach for the ex ante benchmarking of EPC power plant projects. The current study aims to improve over single-stage DEA and evaluate the efficiency of a group of twelve domestic (located in Greece) and international natural gas-fired power plant projects of different technologies … Show more

“…As shown in Figure 1, EPC projects allow the client to have a single contact point and fewer responsibilities and enable contractors to execute projects with greater control and flexibility [18]. EPC models have become favoured for infrastructure project clients in the international market [19] and are commonly used in Australia, China, India, Europe, the Middle East and Latin America [20]. These countries and regions quickly developed significant infrastructure during the past three decades [21].…”

“…Guo et al [14] measured the changes in allocative efficiency and production efficiency of the British power supply industry before and after the reform of the power supply industry. Tsolas [15] calculated the input-output efficiency of 2275 samples of power distribution and transmission enterprises in Sweden. Tohid et al [16] studied and introduced Russia's electricity market operation mode of "complete separation of generation, transmission, distribution, and sale."…”
