Benchmarking performance of irrigation schemes: a case study from Turkey

Abstract: Benchmarking can be defined as the identification and application of organization specific best practices with the goal of improving competitiveness, performance and efficiency. In this study, irrigation schemes of the State Hydraulic Works (DS _ I I) 10th Region were taken as material for benchmarking irrigation performance for the years between 1996 and 2000. Each system's performance is assessed using a number of indicators proposed by the IPTRID/World Bank study on benchmarking in the irrigation and drainag… Show more

“…This technique considers different performance indicators, summarising the main management traits to describe and compare the management of the analysed IDs. A great number of researchers have developed sets of performance indicators for comparing IDs among diverse regions (Molden et al, 1998;Burt and Styles, 2000;Malano et al, 2004;Cakmak et al, 2004;Abadía et al, 2008a;Córcoles et al, 2010;Moreno et al, 2010;etc.). However, when very different IDs are compared, the best practices cannot be usually transferred to the organisations having lower performance (Rodríguez-Díaz et al, 2008).…”

“…But improving irrigation system performance is becoming important because the performance of many irrigation systems is significantly under their potential due to one of shortcomings such as poor planning, operation and maintenance, and over all poor water management practices [3].…”

“…The total water stock in the distributed system was compared with the water stock in the large 150 ha reservoir. Previous studies (Malano et al 2004;Cakmak et al 2004;Rockström et al 2003;van der Zaag and Gupta 2008) have estimated the sustainable gross return of distributed reservoir systems and the large reservoir based on the catchment area, command area, reservoir capacity and number of beneficiaries.…”
